Scope of Work
The IDIQ contract will cover multi-discipline A-E services focusing on environmental investigations, permit applications, and related studies. Key areas include water, wastewater, storm water, hazardous waste, solid waste, and pollution prevention, ensuring compliance with laws such as CWA, SDWA, TSCA, RCRA, CAA, and OPA90, as well as DoD/Navy/Marine Corps policies and foreign environmental standards. Services may include analytical studies, reports, management plans, technical evaluations, training, permit applications, preliminary engineering designs, cost estimates, and monitoring/testing/survey actions. The A-E must have or be able to obtain microbiology, toxicology, and chemistry laboratory services. Field personnel must be U.S. Citizens and capable of obtaining Secret Clearance for access to military areas.

Submission Requirements & Evaluation
Firms must submit a completed SF330 Architect-Engineer Qualifications package. Electronic submissions (email, fax) are not authorized; firms must submit three (3) hard copies and one (1) CD electronic copy. SF330 Part I, Section H is limited to thirty (30) single-sided pages. Proof of architecture or engineering registration is mandatory. Joint Venture, LLC, or LTD agreements must be attached, detailing ownership, management, and authorized personnel. SAM registration and WAWF are mandatory prior to award.
Selection Criteria (descending order of importance):
- Professional Qualifications of Key Personnel: (SF330, Part I, Sections E & G) Evaluation of licensing, education, qualifications, and experience of proposed key personnel (Principal A/E, Project Manager, Registered Engineers/Geologists/Architects in various disciplines). A limit of 24 resumes will be considered collectively. More favorable consideration for Navy/Marine Corps/NAVFAC Pacific AOR experience and specific environmental law experience.
- Specialized Experience/Technical Competence: (SF330, Part I, Section F) Evaluation of experience in similar services, particularly in the NAVFAC Pacific AOR, addressing federal, state, and overseas regulations. Firms demonstrating experience in all four features (NAVFAC Pacific AOR, potable water, sewage/wastewater, storm water projects) will be evaluated more favorably. Max 7 recent (within 5 years), relevant, completed projects.
- Past Performance: (SF330, Part I, Section H) Evaluation of work quality, schedule compliance, and customer satisfaction. Firms must submit CPARS or the provided Attachment A: Past Performance Questionnaire (PPQ) for each project listed under Criterion 2. PPQs must be from the client.
- Capability and Capacity to Accomplish Work: (SF330, Part I, Section H and D) Ability to deliver on-schedule for multiple concurrent projects (e.g., 10 projects totaling $1M+) at various locations, especially within the NAVFAC Pacific AOR.
- Quality Control: (SF330, Part I, Section H) Strength of the proposed quality control program, including management approach and methodology for error elimination.
