Scope of Work

This IDIQ contract requires multi-discipline A-E services focused on environmental investigations, permit applications, and related studies concerning water, wastewater, storm water, hazardous waste, solid waste, and pollution prevention. Services must comply with laws such as the Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Toxic Substances Control Act (TSCA), Resource Conservation and Recovery Act (RCRA), Clean Air Act (CAA), and Oil Pollution Act of 1990 (OPA90), along with DoD/Navy/Marine Corps policies and international standards. Tasks may include analytical studies, reports, management plans, technical evaluations, permit applications, preliminary engineering designs, cost estimates, and monitoring/testing/training. Firms must have or obtain microbiology, toxicology, and chemistry laboratory services. Field crews must be U.S. Citizens capable of obtaining Secret Clearance.

Contract Details

This will be a Firm-Fixed Price IDIQ contract with a base period of one year, four one-year option periods, and a six-month extension of services, if exercised. The total contract value shall not exceed $30,000,000, with a guaranteed minimum of $5,000. Task orders will have no individual or annual dollar limits. The estimated start date is January 2027.

This procurement is a Total Small Business Set-Aside under NAICS Code 541330, Engineering Services, with a small business size standard of $25.5 million.

Submission Requirements

Interested A-E firms must submit a completed Standard Form (SF) 330 package electronically via DoD Secure Access File Exchange (SAFE). Electronic submissions must be in .pdf format and no larger than 8GB. Firms must email Kylee Chun (kylee.k.chun.civ@us.navy.mil) at least two business days prior to the due date to request a DoD SAFE drop-off link. Part I, Section H of the SF330 is limited to thirty (30) single-sided 8.5x11 inch pages. Proof of A-E registration and, for Joint Ventures/LLCs/LTDs, a copy of their respective agreements, are mandatory.

Evaluation Criteria

Firms will be evaluated based on demonstrated competence and qualifications, in descending order of importance:

  1. Professional Qualifications of Key Personnel: Licensing, education, and experience of proposed key personnel (up to 24 resumes collectively demonstrating qualifications). More favorable consideration for experience in NAVFAC Pacific AOR, Navy/Marine Corps, and specific environmental laws.
  2. Specialized Experience/Technical Competence: Experience in services similar to those anticipated, including potable water, wastewater, storm water, hazardous waste, solid waste, and pollution prevention. Firms demonstrating experience in the NAVFAC Pacific AOR, potable water, sewage/wastewater, and storm water projects will be evaluated more favorably. A maximum of seven (7) recent (within 5 years) and relevant projects should be submitted.
  3. Past Performance: Quality, schedule compliance, and customer satisfaction on DoD contracts, using CPARS or the provided Past Performance Questionnaire (PPQ) (Attachment A).
  4. Capability and Capacity: Ability to manage multiple concurrent task orders (e.g., 10 projects totaling $1M+), location of program management office, and organizational structure.
  5. Quality Control: Strength of the proposed quality control program, including management approach, organization structure, and methodology for error elimination.
  6. Firm's Location: Location of offices performing work within the NAVFAC Pacific AOR (Hawaii, Guam, Japan, Diego Garcia, Singapore, Korea, Washington, California, etc.) and ability to provide timely on-site support.
