Scope of Work
The selected contractor will be responsible for full-scale operational services, including:
- Staffing: Recruitment, vetting, training, and management of full-service pavilion staff, including American citizen Youth Ambassadors/Hosts (approximately 45 for Belgrade). Key roles require U.S. Citizenship.
- Operations: Management of supplies, equipment, communications, commercial business development (sponsorship), events, Food & Beverage (F&B), cultural programming, retail store, utilities, transportation, security, cleaning, maintenance, and decommissioning.
- Compliance: Ensuring alignment with U.S. values, donor integration, BIE rules, U.S. Government policies, and host-country laws.
- Specific Expos: Operational support for Expo 2027 Belgrade (May 15 – August 15, 2027) and Expo 2030 Riyadh (October 1, 2030 – March 31, 2031).

Evaluation Factors

- Concept Plan for Riyadh: Understanding and proposed concept for Riyadh operations.

- Price: Evaluated for fairness and reasonableness. An "Unacceptable" rating on NCF 1-3 or "No Confidence" on NCF 4 will render an offer ineligible. The government intends to award without discussions.
