Quick Summary

The Department of State, Office of Policy, Planning, and Resources (R/PPR) is soliciting proposals for International Exposition Services under an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. This opportunity seeks a fully integrated Operator to provide comprehensive operational services for U.S. Pavilions at international expositions, specifically Expo 2027 in Belgrade, Serbia, and Expo 2030 in Riyadh, Saudi Arabia. The contractor will partner with the Department of State to manage risks and ensure a safe, comfortable, and impactful environment for visitors, staff, and contractors. Proposals are due February 13, 2026, at 09:00 CT.

Scope of Work

The selected contractor will be responsible for full-scale operational services, including:

  • Staffing: Recruitment, vetting, training, and management of full-service pavilion staff, including American citizen Youth Ambassadors/Hosts (approximately 45 for Belgrade). Key roles require U.S. Citizenship.
  • Operations: Management of supplies, equipment, communications, commercial business development (sponsorship), events, Food & Beverage (F&B), cultural programming, retail store, utilities, transportation, security, cleaning, maintenance, and decommissioning.
  • Compliance: Ensuring alignment with U.S. values, donor integration, BIE rules, U.S. Government policies, and host-country laws.
  • Specific Expos: Operational support for Expo 2027 Belgrade (May 15 – August 15, 2027) and Expo 2030 Riyadh (October 1, 2030 – March 31, 2031).

Contract & Timeline

  • Contract Type: Indefinite-Delivery Indefinite-Quantity (IDIQ) with Firm-Fixed-Price (FFP) line items.
  • Ordering Period: Five years, with a potential six-month extension (FAR Clause 52.217-8).
  • Place of Performance: Worldwide, primarily Belgrade, Serbia, and Riyadh, Saudi Arabia.
  • Security Clearance: Moderate Risk Public Trust (MRPT) for personnel.
  • Set-Aside: Unrestricted / Full-and-Open Competition.
  • Proposal Due: February 13, 2026, at 09:00 CT.
  • Published Date: February 2, 2026.

Evaluation Factors

Award will be based on a best-value tradeoff process, with non-cost factors significantly more important than price. Evaluation factors, in descending order of importance, are:

  1. Experience: Demonstrated capabilities similar in scope, magnitude, and complexity.
  2. Technical Approach for Expo Belgrade: Understanding and proposed approach for Belgrade operations.
  3. Concept Plan for Riyadh: Understanding and proposed concept for Riyadh operations.
  4. Past Performance: Recent (within the last five (5) years from solicitation issue date) and relevant record.
  5. Price: Evaluated for fairness and reasonableness. An "Unacceptable" rating on NCF 1-3 or "No Confidence" on NCF 4 will render an offer ineligible. The government intends to award without discussions.

Submission Details & Clarifications

Proposals must be submitted electronically via email to TosoCL@state.gov. Volume I (Non-Cost Factors) and Volume II (Price Proposal) are required. No pricing information should be included in Volume I. Consortiums are permitted but require a single lead entity. Offerors are responsible for staff visa and work permit processing.
