This includes providing all personnel, equipment, supplies, and services for U.S. Pavilion operations, from initial setup through decommissioning. The U.S. Pavilions will advance U.S. foreign policy, commercial promotion, and cultural diplomacy, reflecting American innovation, values, and leadership.

Key Requirements
The contractor must provide comprehensive support including staffing (U.S. citizenship for key roles, preference for others), security, reporting, and donor/sponsorship program management aligned with DoS policies. The operator retains profits from F&B and retail, which should focus on U.S. culinary diversity and export products. Cultural programming for Expo 2030 requires a minimum of 1000 performances by American citizens. The operator is also responsible for all staff visa processing and decommissioning of procured/rented assets.
Evaluation Factors
Award will be based on a best-value tradeoff, with non-cost factors significantly more important than price. Proposals will be evaluated on:
- Experience: Demonstrated capabilities similar in scope, magnitude, and complexity.
- Technical Approach for Expo Belgrade: Understanding and approach for the Belgrade PWS.
- Concept Plan for Riyadh: Understanding and concept for the Riyadh PWS.
- Past Performance: Recent (within 5 years) and relevant (OCONUS, event-based) record.
- Price: Fairness and reasonableness. An "Unacceptable" rating on NCF 1-3 or "No Confidence" on NCF 4 will render an offer ineligible. The government intends to award without discussions.
Submission Instructions & Clarifications
Proposals must be submitted electronically via email to the Contracting Officer, John Menard (menardJR@state.gov), by February 13, 2026, at 09:00 CT. Proposals should be valid for 180 calendar days. Submissions require two volumes: Volume I (Non-Cost Factors) and Volume II (Price Proposal). No pricing information should be included in Volume I. Past performance recency is confirmed as within the last five years. Consortiums are permitted but require a single lead entity with full contractual liability.
