Scope of Work
The selected contractor will act as a fully integrated Operator, responsible for all aspects of U.S. Pavilion operations. Key services include:
- Full Operational Support: Managing all Pavilion functions, ensuring a safe and comfortable environment for visitors, staff, and contractors.
- Staffing & Workforce Management: Recruitment, vetting, training, and management of staff, including mandatory U.S. Citizenship for key roles and preference for American staff. Approximately 45 Youth Ambassadors/Pavilion Hosts (docents) are required for Belgrade.
- Cultural Programming & Events: Planning and execution of performances, events, and national day ceremonies, with a minimum of 1000 performances by American citizens for Expo 2030.
- Commercial Operations: Management of retail stores, food & beverage (F&B) services (operator retains profits), and comprehensive donor/sponsorship programs aligned with DoS policies.
- Logistics & Infrastructure: Procurement and management of supplies, equipment, utilities, transportation, cleaning, maintenance (day-to-day operational maintenance), and decommissioning.
- Security & Compliance: Adherence to DoS/RSO protocols, background checks for all staff, and compliance with BIE rules, U.S. Government policies, and host-country laws.
Contract & Timeline
