Statement of Work (SOW) / Performance Work Statement (PWS)

To establish network connectivity for seven former Department of Energy (DoE) buildings into the wider Kirtland telecommunications network and bring buildings 20386 and 20389 into compliance with Kirtland Air Force Base (KAFB) Communications Standards.

• Installation of outside communications infrastructure, including 4" conduit, 144 Strand Single Mode Fiber Optic cabling, and multicell fabric innerduct.

• Removal and installation of new internal communications infrastructure (ISP) for buildings 20386 and 20391, including removal of existing drops, cabling, and faceplates.

• Establishment of primary telecom rooms and installation of replacement infrastructure to meet KAFB Comm Standards.

• Upgrades to CAT6 cabling and outlets for unclassified and classified networks, with specific color-coding for each.

• Installation of vertical cable raceways/poles for effective cable routing.

• Provision and installation of lockable network equipment cabinets and Power Distribution Units (PDUs).

• Procurement of specific network switch equipment (Catalyst 9300 series).

• Installation of CAT6 patch panels to accommodate new outlets.

• Provision of appropriate grounding, power, and backerboards in telecom rooms.

• Installation of commercial network infrastructure in Building 20386.

• All work must conform to Kirtland Air Force Base Comm Division Specs, ANSI/TIA/EIA 607, MIL Standard 188-124B, and NFPA 70.

• Testing of all fiber optic cable using TIA/EIA 568C standards.

• Site acceptance and project completion contingent on successful testing and resolution of discrepancies.

• A twelve-month warranty or manufacturer's standard commercial warranty, whichever is longer.

• Period of Performance: 365 calendar days from contract award.

• Place of Performance: Kirtland AFB, New Mexico, specifically in and around buildings 20380, 20386, 20388, 20389, 20391, 20392, 20393, and 20449, including associated manholes and handholes.

• Contractor must develop a site-specific Safety and Health Plan.

• Coordination and submission of environmental documentation required by Kirtland AFB, city of Albuquerque, state of New Mexico, and Federal Government.

• Contractor must coordinate with building tenants to minimize impact.

• All disturbed grounds must be restored to their original condition or better.

• As-built documentation, including drawings, GPS coordinates, equipment listings, and test results, must be provided.

• Network topologies are considered sensitive and proprietary.

• Equipment removal and disposal must comply with industry rules and regulations and be coordinated with base communications.

Statement of Work (SOW) / Performance Work Statement (PWS)

• Outside Infrastructure: Installation of 4" conduit, running 144 Strand Single Mode Fiber Optic cable, and providing/installing multicell fabric innerduct for buildings 20380, 20386, 20388, 20389, 20391, 20392, and 20393.

• Inside Plant (ISP) for Buildings 20386 & 20389: Removal and disposal of existing infrastructure, establishment of primary telecom rooms, and installation of new CAT6 cabling and infrastructure to meet KAFB Comm Standards.

• General Requirements: Includes labeling of all infrastructure, testing of installed cabling, and system turn over with as-built documentation.

• All work must conform to applicable industry standards and KAFB Comm Standards.

• Testing of all cabling is required for final acceptance.

• Performance of Services During Crisis is defined as non-mission essential but requires contractor notification and potential special event services.

• Period: To be accomplished within 365 calendar days of contract award.

• Place: Kirtland AFB, New Mexico, specifically in the vicinity of buildings 20380, 20386, 20388, 20389, 20391, 20392, 20393, and 20449, including associated manholes and handholes.

• Environmental: Contractor must coordinate and submit documentation for environmental permits (e.g., Fugitive Dust Permit, SWPPP, Digging Permit).

• Safety: Compliance with AFI 91-202 is mandatory; a site-specific Safety and Health Plan must be developed.

• Coordination: Contractor must coordinate with 377 MSG/SCXP and building tenants.

• Deliverables: Includes as-built documentation, configuration management information, and completed test results.
