• Trailers: Trailers with license plates are allowed under this vehicle repair and Maintenance BPA.
• Regional Work: Each location within a region is eligible to submit a proposal for a BPA, but payment is issued solely to the BPA Call awardee.

Solicitation / RFP / RFQ

This document is a solicitation for a Blanket Purchase Agreement (BPA) for Vehicle Maintenance and Repair services for Region 4 of the U.S. Fish and Wildlife Service. The BPA will have a 10-year period of performance with a total ceiling of $10,000,000. Approximately 20% of the awards are reserved for small businesses.

The scope of work includes maintenance, repairs, and replacement of parts for vehicles. Services may be performed either at the vendor's shop or in the field. Specific services include, but are not limited to:

• Associated travel for repairs/maintenance/diagnostics

• Fluid services

• Filtration services

• Electronics

• Coolant systems

• Hydrostatic systems

• Steering/brake components

• Engine/powertrain maintenance/repairs

• Paint/body

• Glass

• Undercarriage

• Any operating system on equipment.

• Contract Type: Multiple Award Blanket Purchase Agreement (BPA)

• Period of Performance: 10 years from the date of award.

• Total Ceiling: $10,000,000 across all awarded BPAs.

• Call Not to Exceed: $1,000,000.00 per individual purchase.

• Questions: Must be submitted in writing via email to Joni_Dutcher@fws.gov by 3 days prior to solicitation closing.

• Evaluation Factors: Technical Acceptability and Price.

• Technical Acceptability: Vendor must submit a statement confirming their ability to perform vehicle repair/maintenance and that they have certified mechanics.

• Price: Hourly labor rates for in-shop equipment repair, diagnostics, and travel to customer sites are required. Rates will be evaluated for fairness and reasonableness.

• Award Type: The government contemplates award of a firm-fixed-price contract.

• BPA Calls over $2,500 will be evaluated as either Best Value Trade Off or Low Price Technically Acceptable.

• 20% of BPA awards are reserved for small businesses.

• The solicitation includes numerous FAR clauses and Department of the Interior Acquisition Regulation (DIAR) clauses covering various aspects of contract performance, compliance, and reporting.

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Blanket Purchase Agreement (BPA) is established for the maintenance and repair of vehicles within Region 4, encompassing eight states, Puerto Rico, and the U.S. Virgin Islands, or within 150 miles of the vehicle's location.

• The vendor shall perform requested maintenance, repairs, and replacement of parts for motor vehicles as directed by refuge staff.

• This includes diagnosing malfunctions and providing estimates to refuge staff before commencing work.

• Upon approval from refuge staff or the contracting officer, the vendor will perform the approved maintenance/repairs.

• Services can be completed either at the vendor's shop or in the field at the equipment/implement's location.

• Services include, but are not limited to: associated travel, fluid services, filtration services, electronics, coolant systems, hydrostatic systems, steering/brake components, engine/powertrain maintenance/repairs, paint/body, glass, undercarriage, and any other operating system on the motor vehicle.

• Delivery tickets must include: supplier name, date of service, itemized list of supplies/services, quantity, unit price, and extension for each item.

• The BPA is valid for 10 years from the date of signature.

• Services are to be performed within Region 4 (AL, AR, FL, GA, KY, LA, MS, NC, PR, SC, TN, USVI) or within 150 miles of the vehicle's physical location.

• The Government's obligation is limited to authorized purchases made under the BPA.

• Purchase limitations: Individual Field station personnel are limited to $2,500.00 per call. Calls exceeding $2,500.00 must follow BPA regulations.

• The Onboarding clause is requested to be included in the BPA.

• Authorized callers include US Fish and Wildlife Service Region 4 employees who have completed government purchase/fleet card training, Budget Specialists, and warranted FWS contracting officers up to their warrant authority.
