  • Set-Aside: 20% of BPA awards are reserved for small businesses.

  • Submission Method: Electronic quotations via email to Joni_Dutcher@fws.gov. No hard copies will be accepted.
  • Questions Due: Must be submitted in writing via email to Joni_Dutcher@fws.gov by March 31, 2026 (3 days prior to closing).
  • Evaluation Factors: Technical Acceptability and Price. Technical acceptability requires a statement confirming ability to perform and certified mechanics. Price evaluation will assess hourly labor rates for in-shop repair, diagnostics, and travel. BPA Calls over $2,500 will be evaluated as either Best Value Trade Off or Low Price Technically Acceptable.

Additional Notes

Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). Authorized callers include US Fish and Wildlife Service Region 4 employees who have completed government purchase/fleet card training, Budget Specialists, and warranted FWS contracting officers.
