The contractor will provide proactive updating, maintenance, and surveillance of the Siemens Apogee Building Automation System (BAS) and related HVACR components across multiple buildings at the West Los Angeles Veteran Hospital. Services include preventive maintenance, system testing, calibration, optimization, and software/firmware updates. Key tasks involve annual battery replacement, monthly panel checks, semi-annual network diagnostics, weekly system checks, and resolving anomalies in Navigator. The contractor must furnish all labor, materials, parts, tools, equipment, software, firmware, and supervision.
Contractor Requirements & Qualifications
Personnel must be factory-trained and certified in Siemens Apogee systems with a minimum of three years of specialized experience in a hospital setting. A dedicated, full-time onsite technician is required during normal working hours (6 AM – 4 PM, M-F), along with 24/7 remote access for monitoring and adjustments. Contractors must demonstrate verifiable remote access to the Siemens APOGEE system and provide a Siemens factory training certificate. Personnel must pass a basic security check. Contractors are responsible for procuring parts within 24 hours of failure and stocking long lead-time items.
Contract Details & Set-Aside
This is a Firm Fixed-Price contract for a base year plus one 12-month option year, with an estimated period of performance from May 13, 2026, to May 12, 2028. This acquisition is a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be registered in SAM and verified as a certified SDVOSB under NAICS 561210. Compliance with Limitations on Subcontracting (LOS) is required. Wage Determination WD 2015-5613 Revision 31 is applicable.
Submission & Evaluation
