A formal solicitation is expected to be issued on or about January 28, 2026.

Sources Sought Announcement

This is a Sources Sought Announcement for market research to identify potential sources capable of providing Siemens Apogee/HVACR Building Automation Service Contract services for the Greater Los Angeles VA Healthcare System. It is not a solicitation, and no contract award is guaranteed.

• Service: Proactive maintenance, monitoring, updating, and surveillance of the Siemens Apogee Building Automation System (BAS) for optimal HVAC system control.

• Objective: Maintain a clean, healthy, and compliant atmosphere, ensure continuous 24/7/365 operation of HVAC and BAS, maintain efficient equipment operation, and control building temperatures and air pressures.

• Tasks: Perform preventive maintenance on Apogee systems across multiple buildings, system testing, inspections, cleaning, routine repairs, and diagnostics.

• Specific Maintenance: Includes annual battery replacement, monthly panel memory and code checks, semi-annual network diagnostics, weekly failed points and override checks, weekly server error reports, semi-annual seasonal loop tuning, and resolving anomalies in Navigator.

• Software/Firmware: Furnish and install INSIGHT software updates (within 90 days of availability), install firmware updates as they become available, and update software licenses annually.

• Data Backup: Back up Insight workstation software and field panel databases semi-annually, and the Insight graphics database monthly. Restore and test within 24 hours in case of catastrophic failure.

• Off-site Services: Provide 24-hour off-site diagnostic services via modem/computer access.

• Training: Siemens will be required to provide training to technicians.

• Cabling: Maintain interconnecting control/network cable from controllers to devices and to the VA network switch.

• Factory-trained and certified Apogee Field Service Personnel with a minimum of three years' experience.

• Ability to provide all manufacturer software updates and firmware.

• Personnel must be fully qualified, competent, and trained on specific equipment per OEM procedures.

• Favorable basic security check required for personnel.
