Evaluation & Submission
Proposals will be evaluated based on the lowest evaluated price among those meeting acceptability standards for technical factors: Experience, Past Performance, and Safety. An "ACCEPTABLE" rating in all technical factors is required.
- Submission Method: Multiple hard-copy volumes with accompanying electronic submission on CD. Electronic submission via PIEE is not accepted as a primary method.
- Site Visit: A pre-proposal site visit was scheduled for May 19, 2026. Attendees were required to wear Personal Protective Equipment (PPE).

- Relevant construction project experience will be evaluated based on established criteria, and projects in the $20 million range may be considered if they demonstrate similar size, scope, and complexity, even if the original threshold was $30 million.
