Scope of Work
The project involves constructing a two-story Battle Staff Training Facility (BSTF) for the Third Marine Expeditionary Brigade Marine Air-Ground Task Force (MAGTF). The facility will feature reinforced concrete foundations, exterior walls, flooring, windows, roofing, mechanical, electrical, emergency power, and information systems, all designed to meet Guam's seismic and environmental conditions and applicable Unified Facilities Criteria (UFC). Support facilities include utilities, site improvements, an emergency generator, access roads, and parking.

Contract Details

Submission & Evaluation

- Subcontracting Plan Due Date: July 8, 2026, 2:00 p.m. HST.
- Evaluation Criteria: Award will be based on the lowest evaluated price among proposals meeting acceptability standards for technical factors, which include Experience, Past Performance, and Safety. An "ACCEPTABLE" rating in all technical factors is mandatory.
- Site Visit: A pre-proposal site visit was held on May 19, 2026.
