Opportunity Overview
The International Boundary and Water Commission, United States Section (IBWC) is seeking quotes for LAN HVAC Replacement at its Headquarters in El Paso, TX (4191 N. Mesa, El Paso, TX 79902). This is a Combined Synopsis/Solicitation (RFQ) FY261222006 issued as a 100% Small Business Set-Aside. The requirement falls under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19.0 Million size standard, and PSC N041 (Installation of Equipment: Refrigeration, Air Conditioning, and Air Circulating Equipment).
Scope of Work
The project involves the removal of the existing air-cooled Leibert HVAC system and the installation of a new Liebert PDX Air-Cooled System (or equivalent) with a remote condensing unit in the Headquarters LAN room. The new system must integrate with the existing Carrier HVAC system via a motorized damper for airflow control. The scope includes furnishing all labor, materials, equipment, and services, including crane service, disposal of old equipment (in compliance with EPA and FAR Part 23), refrigeration piping (R-410A or alternative), electrical reconnection, and full startup and commissioning. The new system should have a cooling capacity of 23 tons (or equivalent), a minimum EER of 10.0, and digital microprocessor-based controls. The outdoor condensing unit is located on the roof of the 3-story building, and the unit is controlled from its built-in console, not the Building Automation System (BMS).
Contract & Evaluation
This is a Lowest Price Technically Acceptable (LPTA) award. Offers must be for ALL or NONE of the services as per the attached CLIN structure and SOW. Quotes must be valid for 90 days. Evaluation factors include:
- Technical acceptability to meet IBWC requirements.
- Technical Approach: A narrative detailing the plan of action, equipment, key team members, and schedule.
- Past Performance: At least three (3) references for similar projects, including contact information and a brief description.
Key Dates & Submission Requirements
- Offer Due Date: May 6, 2026, by 3:00 pm MST.
