This document provides official responses to questions submitted by interested parties regarding the Request for Information (RFI) for the Learning Management System (LMS) Transition & Support Services (RFI Number: RFI-LMS-FA7037-2026). These Q&A are incorporated into and made part of the RFI.

• Authentication: CAC authentication is not exclusively required; solutions do not need to accommodate alternative methods for non-CAC users.
• Course Delivery: Current courses use SCORM files, but the LMS does not need to create them; it only needs to embed them. No additional integration components are needed.
• Course Migration: Existing courses must migrate largely as-is, with minimal structural adjustments due to limited government capacity for redevelopment. This is to prevent interruptions, as many courses are policy-mandated.
• Transition Model: A full or phased cutover is preferred for migration to minimize cost while maintaining current courses.
• Hosting Security: Current courses are hosted on unclassified commercial SaaS and do not require a higher level of security than that. A FedRAMP High authorization is sufficient for the scope of these 10-15 courses.
• "White-glove" Migration: Contractors can be granted Full Administrative API access or a SQL database export from the incumbent Canvas environment, but with government oversight.
• System of Record: The proposed LMS will be the final system of record; it does not need to bi-directionally sync completion data with other HR databases.
• Accessibility Constraints: Access constraints appear to be isolated to the NIPRNet environment. The courses are lightweight and easily accessible globally.

• User Metrics: The system requires approximately 3,000 student seats annually and needs to be operational 24/7 due to policy-mandated courses and a globally distributed student base. Approximately 5 years of course data and data for 11,000 students will need to be migrated.
• System Integration: Integrations with other systems (e.g., HRIS) are required to allow students to register for courses, generate certificates of completion, and monitor metrics. The training team will manage the day-to-day LMS activities after initial SaaS implementation.
• FedRAMP Certification: FedRAMP certification is not required.
• Future Procurement: Responding to this RFI is for market research purposes only and does not pre-qualify vendors for future solicitations. RFI submissions will be treated as source selection information and protected from disclosure, with proprietary or trade secret information protected under FOIA Exemption 4. RFI submissions will not be publicly released prior to any future solicitation.

Request for Information (RFI)

This RFI seeks information on capabilities for a comprehensive Learning Management System (LMS) to deliver policy-mandated training across the Air Force Community. The goal is to identify sources that can provide a solution addressing technical requirements and operational constraints, particularly during a transition from the current incumbent platform (Canvas LMS).

Respondents are asked to detail their capabilities in:

• Transition and Data Migration Strategy: A "white-glove" methodology for migrating 10-15 complex courses and user data from Canvas LMS to a new platform, including a project timeline, assessment of government effort required, and management of transition tasks without government personnel.

• Replication of "Catalog" Workflow: How the proposed solution will provide an identical or superior user experience to the current Canvas "Catalog" feature for global registration and firewall mitigation, including identifying replacement tools and ensuring uninterrupted access.

• Mission Continuity and Policy Compliance Guarantee: A strategy to ensure 100% continuity of training during the transition, detailing technical approaches and contractual Service Level Agreements (SLAs) or performance guarantees.

• Rough Order of Magnitude (ROM): A comprehensive ROM for a base year and four option periods, covering annual software/platform licensing, one-time and recurring migration/transition costs, and training/support costs.

• Responses are due by 11 March 2026 at 1600 CST.
