This RFI aims to identify sources capable of providing an LMS that meets technical requirements for delivering policy-mandated training across the Air Force Community. The primary challenge involves a "white-glove" transition and data migration strategy for approximately 10-15 complex courses and 11,000 student records (with 5 years of course data) from the existing Canvas LMS. The system must support approximately 3,000 student seats annually, operate 24/7, and accommodate a globally distributed user base.

Key Requirements

Respondents should detail capabilities in:

  • Transition & Data Migration: A methodology for migrating courses and user data from Canvas LMS with minimal government effort, including project timelines and management of transition tasks. A full or phased cutover is preferred. Contractors may be granted Full Administrative API access or SQL database export from Canvas with government oversight.
  • "Catalog" Workflow Replication: Providing an identical or superior user experience to the current Canvas "Catalog" feature for global registration and firewall mitigation, ensuring uninterrupted access.
  • Mission Continuity & Policy Compliance: A strategy guaranteeing 100% continuity of training during transition, including technical approaches and Service Level Agreements (SLAs). Course migration must be largely "as-is" due to limited government capacity for redevelopment.
  • Rough Order of Magnitude (ROM): A comprehensive ROM for a base year and four option periods, covering annual software/platform licensing, one-time/recurring migration/transition costs, and training/support.
  • Technical Considerations: The LMS must embed SCORM files (not create them). CAC authentication is not exclusively required. Hosting security for the initial 10-15 courses requires a FedRAMP High authorization. The proposed LMS will be the final system of record, without requiring bi-directional sync with other HR databases. Access constraints are isolated to the NIPRNet environment.
