Sources Sought / Market Research

This document is a Sources Sought notice, not a Request for Proposal (RFP). Its purpose is to gather information for planning purposes regarding a potential requirement for comprehensive maintenance of the LENEL OnGuard access control system at Patrick Space Force Base and Cape Canaveral Air Force Station. The government is exploring a small business set-aside program for this requirement.

• 24/7 emergency service availability.

• Annual renewal and installation of the LENEL Pro Support software license.

• Provision of all labor and travel required for maintenance.

• Interested parties should submit a capabilities package (maximum 5 pages).

• The package must include DUNS, Cage Code, SAM expiration date, GSA contract number and expiration (if applicable), and related specifications/drawings.

• Include three past references with current contact information and contract number.

• If subcontracts are to be used, provide anticipated percentage of effort and whether small or large businesses will be used.

• Clearly delineate teaming and/or subcontracting arrangements and provide previous teaming experience.

• Responses must state if the respondent is a supplier or manufacturer.

• Responses are due no later than 4:00 PM EST on January 19, 2026.

• The government is considering a small business set-aside program.

• Market research is being conducted to determine interest, capability, and socio-economic category of potential sources.

• This notice does not constitute a commitment by the Government, and no payment will be made for information submitted.

• Responses are not considered offers and cannot form a binding contract.

• No solicitation exists; do not request a copy.

• All contractors must be registered in the System for Award Management (SAM) database (www.sam.gov).

• Future information, including solicitations or amendments, will be issued through FedBizOpps.

Statement of Work (SOW)

To provide maintenance and support for the day-to-day operations of the LENEL OnGuard System, which secures facility doors at three facilities on Patrick SFB and communications closet doors at both Patrick SFB.

• Support 84 service calls annually.

• Provide License renewal for LENEL Pro Sups.

• Perform preventive maintenance on LENEL Controllers, Door Contacts, Card Readers/SECACC Keypads, Door Strikes, Software on Government Computers, and Badge Printers.

• Provide replacement parts (procured separately by the government).

• Maximum of 7 Service Calls per month.

• Delivery timeframes for CONUS, OCONUS, and Remote CONUS locations based on Routine, Critical, and Emergency/War Tempo.

• Routine CONUS orders required within 90 days of DO award.

• Period of Performance: March 24, 2026, to March 23, 2031 (Base Year + 4 Option Years).

• Place of Performance: Patrick SFB facilities and communications closets.

• Vendors must contact the government representative before purchasing replacement parts.

• Any remanufactured or refurbished products must be clearly identified and certified.

• OEM pass-through warranty and standard commercial warranties are required for all products.

• Notification to the Contracting Officer is required for any delivery delays.

• Shipping Information: All products shall be shipped to Joel Wilder at Patrick SFB.
