This is a combined synopsis and solicitation for commercial items to procure maintenance services for the day-to-day operations and 24-hour telephone service availability of a certified technician for the Lenel S2 OnGuard Access Control Systems®. The services are required at three facilities at Patrick AFB and communications closet doors at both Patrick AFB and Cape Canaveral AFS. This contract will be a base year with four option years.

• Scheduled and non-scheduled system maintenance and repair coverage (minimum 4-hour response).

• Annual renewal license for Lenel Pro SUPS.

• Contract type: Base year plus four (4) option years.

• Place of Performance: Patrick AFB, FL 32925.

• Proposals (quotes) are requested and a written solicitation will not be issued.

• RFQ due date: 16 February 2026, 3:00 P.M. EST.

• Questions due by Noon P.M. EST 9 Feb 2026.

• Technical quotes must demonstrate technical capability, product characteristics, installation services, and design capability.

• Quotes must include firm-fixed price for the scope of work.

• The Government intends to evaluate offers and award a contract without discussions.

Statement of Work (SOW) / Performance Work Statement (PWS)

To purchase maintenance and license renewal for the LENEL OnGuard System, supporting day-to-day operations across three facilities at Patrick SFB and communications closet doors at both Patrick SFB.

• Support 84 service calls annually (minimum 4-hour response).

• Provide annual license renewal for LENEL Pro Sups.

• Perform preventive maintenance, including:

  • LENEL Controller inspection (cleanliness, connections, backup batteries, memory batteries, power supply voltage).
  • Door contact inspection (operation and installation).
  • Card Reader/SECACC Keypad inspection (operation, cleanliness, key readability).
  • Door Strike inspection (security, operation, sticking, return springs).
  • Software installation and updates on government computers, including power off/reboot verification.
  • Badge printer inspection, connection, and operational verification.

• Maximum of 7 service calls per month (unused calls can be rolled forward, not to exceed 84 calls per year).

• Delivery timelines for CONUS, OCONUS, and Remote CONUS locations (Routine, Critical, Emergency/War Tempo).

• Base Year: March 24, 2026 to March 23, 2027.

• Option Years 1-4 extend through March 23, 2031.

• Products to be shipped to Patrick SFB, FL.

• Compliance with Trade Agreements Act (TAA).

• Products must be genuine and eligible for OEM warranties.
