To be considered for award, both the manufacturer and the prime vendor (if not the manufacturer) must possess an ISO 9001 certificate and a QA Manual (dated/reviewed within the last 3 years), and have completed a site visit. Quotes must include:

  • Price(s) and FOB point.
  • Cage Code, point of contact name and phone number.
  • GSA contract number (if applicable) and business size under the NAICS Code.
  • Indication of payment preference (GCPC or WAWF).
  • Clear demonstration of capability to meet all specifications. Required Contract Data Requirements List (CDRL) items (Exhibits A & B) include Inspection and Test Plans, Certification Data for Special Emphasis Material, and Certification/Data Reports for testing. These must be submitted to Portsmouth Naval Shipyard for review and acceptance prior to shipment.
