Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
NASA's Marshall Space Flight Center (MSFC) is preparing to release a solicitation for NextSTEP-3 Appendix B: Moon to Mars Architectural Studies. This presolicitation announces the intent to establish a Multiple Award Task Order Contract (MATOC) to engage U.S. institutions in developing architecture concepts, refining studies, and conducting risk-reduction activities for Moon to Mars missions. The final solicitation is anticipated on January 30, 2026, with proposals due around February 20, 2026.
Opportunity Overview
This initiative seeks partner participation on a recurring basis to address infrastructure, transportation, habitation, mission concept of operations, and Lunar and Mars mission science capabilities. The goal is to create knowledge foundations for informed programmatic decisions for human missions beyond low Earth orbit.
Contracting Strategy
NASA intends to establish a MATOC where only MATOC holders will be eligible to compete for directed-topic calls. These will be Firm-Fixed Price Task Orders with performance-based milestone payments. Additionally, open-topic opportunities will capture innovative solutions from the broader industrial base, potentially resulting in individual, standalone Firm-Fixed Price contracts for any qualified organization, regardless of MATOC membership. All awards will be subject to FAR and NASA FAR Supplement provisions.
Key Focus Areas
The first directed-topic calls are anticipated to focus on:
- Lunar Surface Power Infrastructure: Research into an integrated surface power grid (evolvable from early lunar missions to sustained missions), including alternate fission, solar hybrid, or other power grid approaches.
- Mars Crew Transportation: Concept development, trade studies, and risk reduction for integrated human exploration architecture focus areas, including in-space transportation, Mars surface access, and Mars ascent options for crew and cargo.
Eligibility & Participation
This opportunity is open to U.S. institutions (companies, universities, nonprofit organizations). NASA civil servants, JPL employees, national laboratories, and FFRDCs cannot propose as Prime Contractors but may participate as team members. Awards will follow BAA procedures (FAR 35.102).
