The work is structured across five Contract Line Item Numbers (CLINs): Concept Exploration (CLIN 0001), Refinement (CLIN 0002), Maturation (CLIN 0003), Risk Reduction (CLIN 0004), and Special Studies (CLIN 0005).

Contract Details

NASA will establish a MATOC, where only MATOC holders will be eligible to compete for directed-topic calls. Task Orders (TOs) under the MATOC will be Firm-Fixed Price (FFP) with performance-based milestone payments. Each MATOC holder will receive an initial award of $500. Additionally, open-topic opportunities are available for innovative solutions from the broader industrial base, which may result in individual, standalone FFP contracts to any qualified organization, regardless of MATOC membership. The contract has a base period of 24 months with a 12-month option period.

Eligibility & Set-Aside

This solicitation is open to U.S. institutions, including companies, universities, and nonprofit organizations. NASA civil servants, JPL employees, national laboratories, and FFRDCs cannot serve as Prime Contractors but may participate as team members. NASA anticipates awarding to qualified Large and Small Business concerns.

Submission & Deadlines

Evaluation

Proposals will be evaluated on their own merits, and NASA may award without negotiations. Evaluation criteria are detailed for MATOC membership, directed-topic task orders, and open-topic opportunities. Past performance will be assessed using a Past Performance Questionnaire (PPQ), though offerors may submit other official performance documentation covering the same information for efforts within the last five years. An Organizational Conflicts of Interest (OCI) Plan is required.
