Quick Summary

NASA Marshall Space Flight Center (MSFC) has issued a draft solicitation for NextSTEP-3 Appendix B: Moon to Mars Architectural Studies. This initiative seeks industry-led architecture concept development, refinement studies, and risk-reduction activities to address gaps in NASA’s Moon to Mars exploration blueprint. Final proposals are anticipated by February 20, 2026.

Scope of Work

NASA is targeting infrastructure, transportation, habitation, mission concept of operations (CONOPS), and science capabilities. The first two directed-topic calls will focus on:

  • Lunar Surface Power Infrastructure: Integrated power grids to generate, store, and distribute power between lunar surface elements.
  • Mars Crew Transportation: Concept development and trade studies for in-space transportation, surface access, and ascent options for crew and cargo.

Contract & Timeline

  • Type: Multiple Award Task Order Contract (MATOC) with Firm-Fixed Price (FFP) Task Orders.
  • Open-Topic Opportunities: Standalone FFP contracts available to any qualified organization, regardless of MATOC status, to capture innovative commercial concepts.
  • Eligibility: Restricted to U.S. institutions (companies, universities, and nonprofits). NASA civil servants and FFRDCs may only participate as team members.
  • Draft Comments Due: January 27, 2026.
  • Final Solicitation Release: Anticipated January 30, 2026.
  • Proposals Due: Anticipated February 20, 2026.

Evaluation

Proposals will be evaluated based on technical merit, relevance to NASA’s Architecture Definition Document, and price. Directed-topic calls will be competed among MATOC holders, while open-topic calls allow for broader industrial base participation.
