Quick Summary
NASA's Marshall Space Flight Center (MSFC) has released Solicitation No. 80MSFC26R0003, "Moon to Mars NextSTEP-3 Appendix B, Architecture Studies." This opportunity seeks U.S. institutions to participate in concept development, risk reduction, and special studies to address architecture gaps for lunar and Mars missions. NASA intends to establish a Multiple Award Task Order Contract (MATOC) with a combined maximum value of $500M over five years. Proposals are due February 20, 2026, at 5:00 p.m. CT.
Scope of Work
This initiative focuses on advancing the Moon to Mars architecture by developing a knowledge foundation for informed programmatic decisions. Key areas include:
- Infrastructure, Transportation, Habitation: Studies related to elements for deep space exploration.
- Mission Concept of Operations (CONOPS): Development and refinement of operational strategies.
- Lunar and Mars Mission Science Capabilities: Enhancing scientific discovery in deep space.
Work is structured across maturity levels: Concept Exploration (CLIN 0001), Refinement (CLIN 0002), Maturation (CLIN 0003), Risk Reduction (CLIN 0004), and Special Studies (CLIN 0005). Directed-topic calls are anticipated for Lunar Surface Power (integrated surface power infrastructure) and Mars Crew Transportation (concept development, trade studies, risk reduction for in-space transportation, surface access, and ascent options). Open-topic opportunities will also be available for innovative commercial concepts.
Contract Details
- Type: Multiple Award Task Order Contract (MATOC).
- Task Orders: Firm-Fixed Price (FFP) with performance-based milestone payments. Standalone FFP contracts may be awarded for open-topic opportunities.
- Value: Combined MATOC ceiling not to exceed $500,000,000 over five years. Initial MATOC awards will receive $500.
- Eligibility: Open to U.S. institutions (companies, universities, non-profit organizations). NASA civil servants, JPL employees, national laboratories, and FFRDCs cannot be Prime Contractors but may be team members.
- Set-Aside: None specified; open to qualified Large and Small Business concerns.
Submission & Evaluation
- Intent to Submit Deadline: February 6, 2026, 5:00 p.m. CT.
- Questions Deadline: February 6, 2026, 5:00 p.m. CT.
- Proposal Submission Deadline: February 20, 2026, 5:00 p.m. CT.
- Submission Method: Electronically via a provided Box link.
- Evaluation: Proposals will be evaluated on their merits, including technical capabilities, relevance, and past performance. NASA may award without negotiations. Past Performance Questionnaires (PPQ) are crucial; offerors may use their own format if it contains the required information, limited to efforts within the last five years.
- Open-Topic Opportunities: Proposals will be accepted approximately two months after initial MATOC awards and remain open.
Additional Notes
The solicitation includes attachments such as a Model Contract, a Sample Task Order (Habitation Augmentation Study), Past Performance Questionnaire, and Organizational Conflicts of Interest (OCI) Plan Instructions. Industry Day materials (charts, recording, attendee list) from January 22, 2026, are available. NASA anticipates yearly evaluations for MATOC on-ramp proposals.
