Purpose & Scope
The objective is to produce a music video celebrating shared values and fostering cultural exchange. The scope includes pre-production (identifying Malaysian singers, song selection/licensing, creative concept, storyboard), production (audio/video recording, supplementary footage), post-production (editing, branding, final deliverables), and securing global distribution rights. The final video must not exceed 3 minutes and should be ready for online posting by June 30, 2026. Filming must take place in Malaysia.
Key Requirements
- Experience: Contractors must demonstrate over 30 years of composing, songwriting, and producing experience in the Malaysian music industry. This applies to both the production company and experienced Malaysian musicians/singers involved.
- Artists & Song: The music can be by Malaysian or American artists, but the artists themselves must be Malaysian. The song can be in English or a combination of English and Malaysian. Bidders must specify in their proposal whether they will use an existing or new song. Vendors are encouraged to propose artists within the MYR 117,000 budget, including emerging or mid-tier talent, and provide artist profiles.
- Budget: The detailed budget must not exceed MYR 117,000, which includes all costs, fees, taxes, and licensing. The Embassy will not consider revised budget proposals.
- Rights & Ownership: The U.S. Department of State will own the master recording and all materials upon project completion. The contractor is responsible for securing all necessary global distribution rights, licenses, and releases for indefinite government and non-commercial use.
- Branding: The video must incorporate "Freedom 250" and U.S. Embassy branding, which will be provided post-award.
- Past Performance: Proposals must include at least two references and a website link showcasing previous works.
- Subcontractors: Details of any subcontractors must be included in the proposal.
- Insurance: Insurance is not required for this contract.
