• CLIN: Contract Line Item Number for each product.
• ITEM DESCRIPTION: Detailed description of the pet food product, including brand (Purina Pro Plan), specific formula (e.g., All Stages, Weight Management, Veterinary Diets), flavor, and packaging size (e.g., 50 LB BAG, 12 PER CASE).
• Unit of Issue: Specifies whether the item is sold by the Bag or Case.
• Current Cost per Unit: The established price for each unit of issue.

This price list is crucial for bidders to understand the cost of goods being procured. It details specific product SKUs, descriptions, and their associated unit costs, which will be essential for preparing quotes or proposals that align with the BPA's pricing framework.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide military working dog food to the 341st Training Squadron (TRS).

• General Requirements: Provide dog food upon request. Deliver full orders within seven (7) calendar days of receiving an order. Food age must be within three (3) months of the manufacture date. Partial orders are not accepted.

• Damaged Goods: Any damaged bags or cans must be identified on the invoice/shipping manifest and will be replaced at no additional cost. Shipments with evidence of rodent or pest damage will be rejected and replaced at no cost.

• Emergency Orders: Emergency orders must be delivered within 48 hours of placement.

• General Requirements: Deliveries must be in full. The government will provide the delivery address and quantity. Confirm delivery details with POCs: Mr. Matthew Armijo at (210) 510-8937 or Mr. Angel Perez at (210) 671-5894.

• Delivery Locations:

  • Primary: 341 TRS/DOL, 1239 Knight Street Bldg 7487 JBSA Lackland, TX. 78236
  • Secondary: 341 TRS/DOL, Patrol Road Bldg 468, JBSA Lackland - Chapman Training Annex, TX. 78227

• Base Entry: Contractor must comply with AFFARS Clause 5352.242-9000 and all on-base traffic rules.

• Special Conditions: If two separate deliveries are needed on the same day with one truck, the initial delivery must be on-site between 7:00 a.m. and 11:00 a.m. (CDT). The second delivery may arrive later if coordinated.

• Hours of Operation: Delivery trucks should be on-site between 7:00 a.m. and 11:00 a.m. (CDT) for unloading. Supplemental or emergency deliveries may be permitted on Federal holidays or weekends with Contracting Officer approval. A list of Federal holidays is provided.

Dog food is subject to final acceptance after delivery, overseen by a POC, once pallets are broken down and inspected.

Contractor shall manage government data in accordance with Air Force Records Management policies.

No changes to the scope of work will be enacted without a written modification from the Contracting Officer.

• FOB Point: Destination for routine orders.
• Method of Placing Calls: Generally oral, with informal correspondence also used.
• Delivery Date: To be established with the vendor for each call, unless specified.
• Payment: Via Wide Area Workflow (WAWF) with itemized invoices required.
• Preservation, Packaging, and Marking: Standard commercial practices apply, annotated with BPA and call numbers.
• Discontinuation: BPA can be discontinued with 30 days' notice by either party or if no calls are placed for a year.
• Holidays: Lists observed legal holidays.

Amendment / Modification

This document contains two addenda:

• Addendum to 52.212-1, Instructions to Offeror - Commercial Items:
  • Paragraphs (a)(6) and (a)(6)(A) have been tailored or added regarding information necessary for evaluation, including identifying exceptions and providing rationale, and submitting pricing data electronically.
  • Paragraph (a)(7) has been modified to specify that quotes shall be submitted via email to jan_aison_bry.tanedo@us.af.mil, with belinda.tindal.1@us.af.mil as a secondary point of contact.
  • Paragraph (b) has been tailored to state that offerors agree to hold prices firm for 60 calendar days from the quote receipt date.
  • Paragraph (d) has been modified to clarify the government's intent to evaluate quotes without interchanges, but reserves the right to conduct them if necessary. It also defines "Interchanges" as written, email, phone call, or oral conversations.
• Addendum to 52.212-4, Contract Terms and Conditions:
  • Paragraph (d) regarding "Changes" has been tailored to state that changes to contract terms and conditions may only be made by written agreement. However, it also specifies circumstances under which the contracting officer may unilaterally modify the contract, including administrative changes, change orders, or changes authorized by other clauses.
