Scope of Work
The contractor will provide military working dog food upon request, ensuring full orders are delivered within seven calendar days of placement. Emergency orders require delivery within 48 hours. All food must be within three months of its manufacture date. Damaged goods must be replaced at no additional cost. Deliveries are FOB Destination to primary and secondary locations at JBSA Lackland, TX, between 7:00 a.m. and 11:00 a.m. CDT. The Statement of Work (Attachment 2) details specific requirements, including compliance with AFFARS Clause 5352.242-9000 for base entry.
Contract & Pricing
This is a Decentralized Pre-priced Blanket Purchase Agreement (BPA) with a one-year period of performance from the award date. Vendors must provide firm price lists, which become part of the agreement, with prices at or below their most favored customer rates. Individual calls/orders under the BPA cannot exceed $75,000. Payment will be processed via Wide Area WorkFlow (WAWF) with itemized invoices. Quotes must include all Contract Line Item Numbers (CLINs) from Attachment 1 - BPA Price List Sheet Purina.
Submission & Evaluation
Quotes will be evaluated on a Lowest Priced, Technically Acceptable (LPTA) basis. Technical acceptability requires meeting the criteria in the solicited item description. The award will be made to the responsible vendor with the lowest evaluated price among technically acceptable quotes. Offerors must agree to hold prices firm for 60 calendar days from the quote receipt date. The Government reserves the right to award without interchanges but may conduct them if necessary.
