Quick Summary

The Army Contracting Command – Rock Island (ACC-RI), on behalf of Portfolio Acquisition Executive Agile Sustainment and Ammunition (PAE AS&A) and Army Material Command (AMC), will host an Organic Industrial Base (OIB) and Indirect Fires Munitions Industry Day on March 19-20, 2026, at the Hilton Parsippany, NJ. This event aims to discuss opportunities for Public-Private-Partnerships (P3), Co-Production, Armament Retooling and Manufacturing Support (ARMS) programs, and Enhanced Use Leases (EUL) across the OIB. Additionally, Program Manager Combat Ammunitions System (PM CAS) will present on Mortar and Artillery Munition Development and Production Opportunities. Registration closes on February 27, 2026.

Purpose & Scope

The Government seeks input from both traditional and non-traditional defense contractors to shape the future of P3s, Co-Production, and ARMS within the OIB, and to address critical gaps in capabilities. Key areas of discussion include:

  • OIB Opportunities: P3s and Co-Production at Government Owned, Government Operated (GOGO) installations, and ARMS at Government Owned, Contractor Operated (GOCO) installations. An overview of EULs will also be provided.
  • Indirect Fires Munitions: Project planning for 60/81/120mm Mortar Cartridge and 105/155mm Projectile Load/Assemble/Pack (LAP), Metal Parts, Fuzes, Propellants, Primers, and associated materials.

Event Structure

The Industry Day includes a General Session (4 hours on Day 1, limited to 4 individuals per company) covering both OIB and Indirect Fires Munitions. One-on-One Meetings will be held on Day 1 and Day 2.

  • Indirect Fires One-on-Ones: Focus on multi-year contracting experiences, benefits, and drawbacks. Industry is requested to submit white papers ahead of the event.
  • OIB P3/Co-production One-on-Ones: Industry should review the provided "GOGO Site Snapshot" (and the JMC Installation Handbook.pdf which details JMC's mission, industrial base, and capabilities of 13 facilities, highlighting P3 opportunities and full life cycle management). Participants will rank site preferences; white papers are not requested ahead of time but may be requested post-meeting.
