Quick Summary
The Army Contracting Command – Rock Island (ACC-RI), on behalf of PAE Agile Sustainment and Ammunition and Army Material Command (AMC), is hosting an Organic Industrial Base (OIB) and Indirect Fires Munitions Industry Day on March 19-20, 2026, in Parsippany, NJ. This event aims to discuss opportunities for Public-Private-Partnerships (P3), Co-Production, and the ARMS Program within the OIB, and to explore Mortar and Artillery Munition Development and Production Opportunities. Registration closes February 27, 2026.
Purpose & Scope
This Industry Day, a Special Notice, seeks input from both traditional and non-traditional defense contractors to shape the future outlook for P3s, Co-Production, and ARMS across the OIB. Key discussion areas include:
- OIB Opportunities: Public-Private-Partnerships (P3) and/or Co-Production at Government Owned, Government Operated (GOGO) installations, and the Armament Retooling and Manufacturing Support (ARMS) Program at Government Owned, Contractor Operated (GOCO) installations. An overview of Enhanced Use Leases (EUL) will also be provided.
- Indirect Fires Munitions: Program Manager Combat Ammunitions System (PM CAS) will present on project planning for Mortar and Artillery Munition Development and Production, covering 60/81/120mm Mortar Cartridge and 105/155mm Projectile Load/Assemble/Pack (LAP), Metal Parts, Fuzes, Propellants, Primers, and associated materials.
Event Structure
The event includes a General Session (4 hours) covering both OIB and Indirect Fires topics, with participation limited to 4 individuals per company. One-on-One Meetings are scheduled for both days:
- Indirect Fires: Industry can discuss multi-year contracting experiences, benefits, and drawbacks. White papers are requested ahead of the event for these discussions.
- OIB P3/Co-production: Discussions will focus on ideas for P3s and Co-production. Attendees are encouraged to review the "GOGO Site Snapshot" document and rank preferences for site meetings. No white papers are requested beforehand for OIB one-on-ones.
Key Documents & Resources
- "Sites Snapshot.xlsx" and "Sites Snapshot.pdf": These documents provide detailed overviews of seven Army installations (Anniston, Blue Grass, Crane, Letterkenny, McAlester, Pine Bluff, Tooele), outlining their capabilities, infrastructure, Points of Contact (POCs), developable land, facilities, specialties, skillsets, utilities, logistics, and environmental factors. They are crucial for assessing operational feasibility and informing OIB P3/Co-production discussions.
- "JMC Installation Handbook.pdf": This handbook offers a comprehensive guide to the U.S. Army Joint Munitions Command's (JMC) mission, industrial base, and capabilities of 13 installations, highlighting P3 opportunities and providing contact information.
