Quick Summary

The Department of the Army's Army Contracting Command – Rock Island (ACC-RI) is hosting an Organic Industrial Base (OIB) and Indirect Fires Munitions Industry Day on March 19-20, 2026, at the Hilton Parsippany, NJ. This event aims to discuss opportunities for Public-Private-Partnerships (P3), Co-Production, and the Armament Retooling and Manufacturing Support (ARMS) Program across the OIB, as well as Mortar and Artillery Munition Development and Production Opportunities. Registration for the event is active and closes on February 27, 2026.

Purpose & Scope

This Industry Day seeks input from both traditional and non-traditional defense contractors to shape the future outlook for P3s, Co-Production, and ARMS within the OIB. The Government will provide overviews of Enhanced Use Leases (EUL) and highlight critical areas where industry can address capability gaps and strengthen capabilities. Program Manager Combat Ammunitions System (PM CAS) will present on project planning for various mortar and artillery munition components, including 60/81/120mm Mortar Cartridges, 105/155mm Projectile Load/Assemble/Pack (LAP), Metal Parts, Fuzes, Propellants, and Primers. Discussions will also cover Munitions Supply Chain Risk Management.

Event Structure

The event includes a General Session (4 hours) covering both OIB and Indirect Fires opportunities, with participation limited to 4 individuals per company. Following the general session, One-on-One Meetings will be held on both days (March 19-20).

  • Indirect Fires One-on-Ones: Focus on industry experiences, benefits, and drawbacks of multi-year contracting. Industry is requested to submit white papers ahead of the event.
  • OIB P3 and/or Co-production One-on-Ones: Discussions with GOGO site representatives. Industry should review provided documentation (e.g., "Sites Snapshot") and rank site preferences. White papers are not requested in advance but may be requested post-meeting.

Key Documents

  • "Sites Snapshot.xlsx" / "Sites Snapshot.pdf": These documents provide detailed overviews of various Army installations (e.g., Anniston Munitions Center, Blue Grass Army Depot), outlining their capabilities, infrastructure, Points of Contact (POCs), developable land, facilities, specialties, and environmental factors. This information is crucial for understanding potential P3/Co-production sites.
  • "Revised JMC Installation Handbook.pdf": This guide to the Munitions Organic Industrial Base details the mission and capabilities of 13 Joint Munitions Command (JMC) installations. It highlights JMC's interest in P3s and provides contact information for business development.

Registration & Contact

Registration for the General Session and one-on-one meetings is active via the link provided in the notice. Due to anticipated high demand, one-on-one meetings are not guaranteed. Attendees will be notified after registration closes regarding one-on-one scheduling.
