Purpose & Scope

The primary objective is to develop a comprehensive pipeline of outreach programs, including a Summer Research Internship Program for Historically Black Colleges and Universities (HBCU) and Minority Serving Institutions (MSI). The contractor will provide administration and programmatic support to broaden the pool of scientific and technical talent, implement cohesive outreach strategies, and manage various program components. This includes recruitment, application processing, participant selection, database management, coordination of applicant matching, background investigations, and the processing of stipends, relocation, and travel expenses. The contractor will also plan and administer program seminars and opportunity events.

  • Evaluation Factors: For the IDIQ, evaluation will be based on Management, Technical, Past Performance, and Cost/Price. Management is the most important factor, followed by Technical, then Past Performance, then Cost/Price. Offerors must achieve a "Good" rating in Management and Technical, and "Relevant" and "Satisfactory Confidence" for Past Performance.
