This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Subpart 12.6 and Simplified Acquisition Procedures (FAR 13.5). It constitutes the only solicitation, and a written solicitation will not be issued. The RFQ number is N4215826Q0006. The procurement is for services related to the adjustment of an Overspeed Shut-Off Valve Spring, including testing, labor, fluids and disposal, spring adjustments, and shipping. The NAICS code is 811310 with a small business standard of $12.5 million. This is a competitive, unrestricted action and an urgent requirement with a narrow window of opportunity.

• Adjustment of Overspeed Shut-Off Valve Spring to close at 206 GPM minimum with up to 1500 PSIG pressure.

• Use of test medium MIL-H-19457 or MIL-H-22072.

• Drilling a 3/16" diameter hole in the locknut for a roll pin (government furnished material).

• Providing a Certified Test Report confirming the valve meets specified requirements.

• Draining the valve and blanking ports after adjustment.

• Packaging, crating, and shipping the valve to the vendor via fastest traceable means.

• Returning the valve to Norfolk Naval Shipyard (NNSY) via fastest traceable means.

• Contract type: Firm Fixed Price for each CLIN.

• Period of Performance: To be determined at award (estimated January 30, 2026 – February 6, 2026).

• Delivery Location: Contractor's Facility.

• Award will be made to the responsible vendor whose offer is most advantageous to the Government.

• The Government may award without discussions.

• Quoters must be registered in the System for Award Management (SAM).

• This is a competitive, unrestricted action.

• This is an urgent requirement action.

• Procedures in FAR 13.106 are applicable.

• Contractors must obtain DBIDS credentials for base access if required.

• Applicable FAR and DFARS clauses are incorporated by reference.

The solicitation incorporates provisions and clauses effective through Federal Acquisition Circular (October 1, 2025) and DFARS Change Notice (November 10, 2025).

• The primary objective is to accomplish the setting of an Overspeed Shut-Off Valve Spring.

• This includes testing material, testing labor, testing fluids and disposal, spring adjustments, and shipping.

• The contractor must provide all material and equipment necessary for the adjustment.

• The valve must reach 206 gallons per minute (GPM) minimum with up to 1500 PSIG of pressure, with an operational rated pressure differential of 600 PSID at a flow rate of 147 GPM.

• A 3/16" diameter hole must be drilled 1-1/2" deep in the locknut for a roll pin.

• The contractor must provide a Certified Test Report confirming the valve meets the specified requirements.

• The valve must be completely drained of fluid after spring adjustment, and ports blanked for cleanliness.

• Contract type: Firm Fixed Price for all CLINs.

• Period of Performance: January 14, 2026 through January 28, 2026.

• Delivery Location: Contractor's Facility.

• Inspection and Acceptance: Destination, performed by Government.
