Scope of Work

This project encompasses the construction of two major facilities:

  • A 255,461 SF F-35 Sustainment Center, a depot-level hangar designed to support 20 F-35 aircraft. This includes maintenance bays, four paint booths, administrative spaces, aircraft part modification and tool shops, and a secure area built to ICD705 standards. The main facility features precast structural concrete panels, a pile-supported foundation, and a cross-laminated timber roof deck.
  • A 105,755 SF Composite Repair Facility, a new consolidated depot-level facility for advanced composites and rotor blade repair. It includes a composite repair and manufacturing shop (disassembly, kitting, production control, clean parts, assembly, bonding, clean rooms, classrooms, engineering/laboratory space) and an aircraft rotor blade repair shop (disassembly, staging, dirty room, sanding pit, bonding room). Shared spaces minimize costs and improve sustainability.

Site development includes utility improvements for Hancock Village, a taxiway with a bridge, and an aircraft parking apron.

Eligibility & Set-Aside

This acquisition is for Segment II, and two offerors (ECC Atlantic Construction and Walsh Federal) have been pre-qualified for the prime contract. While not a prime set-aside, the solicitation includes significant small business subcontracting targets: SB 40%, SDB 5%, HUBZone SB 3%, WOSB 9%, SDVOSB 5%. Large businesses must submit an Individual Small Business Subcontracting Plan (SBSP), and all offerors must complete a Small Business Participation Commitment Document (SBPCD).

Evaluation

Award will be based on a tradeoff process. For construction services, technical factors (Management Approach & Schedule, and Small Business Utilization) are of equal importance to each other and, when considered together, are approximately equal in importance to the price. For Segment I (Pre-Construction Services), evaluation factors included Corporate Experience, Pre-Construction Services Approach, Safety, Past Performance, and Price.

Key Requirements & Notes

  • CMMC Requirements: P993 requires CMMC Level 2, and P995 requires CMMC Level 1. Drawings and specifications containing Controlled Unclassified Information (CUI) are provided separately upon completion of a DoD-CUI Non-Disclosure Agreement.
  • Amendments: Multiple amendments have been issued, revising drawings, specifications, and extending the proposal due date. The latest, Amendment 0011, extended the due date to June 22, 2026, modified the CLIN schedule, and incorporated DFARS Clause 252.232-7007 (Limitation of Government's Obligation) and FAR Clause 52.222-90 (Addressing DEI Discrimination).
  • Pricing: Bidders must use the revised Price Proposal Form (dated 06/11/2026) and account for various base and option items, including government estimated prices for FF&E, A/V, and Collateral Equipment, with a Handling and Administration Rate (HAR) not exceeding 5%.
  • Site Conditions: Analytical data for water and soil contamination (petroleum, metals, SVOCs, PFAS) is available. Land Use Control (LUC) plans are no longer required for work within the project's Limit of Disturbance.
