The project must comply with DoD Minimum Antiterrorism for Buildings standards and be designed for a minimum life of 40 years (UFC 1-200-02). Additionally, the project includes the demolition of two existing barracks buildings not located on the new construction site.

Evaluation

This is a single-phase procurement utilizing a Best Value Trade-Off source selection process. Proposals will be evaluated based on: Prime Contractor Past Performance, Management Plan, Small Business Participation Plan, and Price. A Subcontracting Plan (for Large Businesses), Project Labor Agreement (PLA), and Pro Forma Information (bonding and financial capability) are also required. All evaluation factors, other than price, when combined, are considered approximately equal to cost or price. The Government intends to award without discussions but reserves the right to conduct them.
