Scope of Work
This project involves constructing a 46,000 SF, three-story barracks designed to house 300 personnel in open bay sleeping rooms, based on the Army Standard for Operational Readiness Training Complex (ORTC). The facility will include storage, team rooms, laundry, restrooms, and showers. Key systems to be installed are a physical access control system, intrusion detection system, mass notification system, and infrastructure for future closed-circuit television. It will also feature connection to an energy monitoring control system, sustainability and energy measures, fire protection and alarm systems, cybersecurity measures, and 100 percent redundancy for heating and cooling. Site work includes modifications to supporting facilities, utilities, lighting, paving, sidewalks, storm drainage, information systems, landscaping, and signage. Accessibility for individuals with disabilities will be provided. Comprehensive building and furnishings related interior design services are required. The project must comply with DoD Minimum Antiterrorism for Buildings standards and be designed for a minimum life of 40 years (UFC 1-200-02). Additionally, the project includes the demolition of two existing barracks buildings not located on the new construction site.

Evaluation
This is a single-phase procurement utilizing a Best Value Trade-Off source selection process. Proposals will be evaluated based on: Prime Contractor Past Performance, Management Plan, Small Business Participation Plan, and Price. A Subcontracting Plan (for Large Businesses), Project Labor Agreement (PLA), and Pro Forma Information (bonding and financial capability) are also required. All evaluation factors, other than price, when combined, are considered approximately equal to cost or price. The Government intends to award without discussions but reserves the right to conduct them.
