Scope of Work

The project entails the build-out of approximately 3,015 Sq. Ft. on the 1st Floor. The scope includes furnishing all materials, equipment, labor, and supervision for:

  • Demolition and abatement.
  • New walls, hard ceiling, doors, casework, woodwork, and flooring.
  • Plumbing, electrical, IT, fire protection, and mechanical systems. All work must adhere to drawings and specifications developed by N.K. Bhandari Architecture & Engineering, P.C. Loud or disruptive work must be performed off-hours at no additional cost, and the contractor is responsible for coordinating all building shut-offs and roof penetrations with GSA Building Management and Security.

Contract Details & Timeline

  • Contract Type: Firm Fixed-Price.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • Period of Performance: Work commences within 10 calendar days after Notice of Award. Work execution starts within 60 calendar days after Notice of Award. Substantial Completion is required no later than 210 calendar days from Notice of Award, with Contract Completion within 30 calendar days of Substantial Completion.
  • Liquidated Damages: $880.61 per calendar day for failure to achieve Substantial Completion.
  • Pre-Proposal Conference/Site Visit: Tuesday, April 14, 2026, 9:00 AM Eastern, Onsite at 15 Henry Street, Binghamton, NY 13901.
  • Proposal Submission Deadline: April 22, 2026, 4:00 PM Eastern.

Qualification Requirements

Offerors must meet specific criteria:

  • Experience: Minimum 8 years of successful experience in comparable projects (size, complexity, and scope).
  • Past Performance: Three required projects, each with a minimum award value of $1,500,000. At least one project must be SCIF construction, performed as the General Contractor.
  • Key Personnel: Project Manager and Superintendent must each have a minimum of 8 years of experience in their respective positions. The company owner may not serve as the Project Manager.

Submission & Evaluation

Proposals must be submitted via email to james.berring@gsa.gov. Required documents include a Price Proposal, Technical Proposal, Representations and Certifications, Bid Bond (SF 24), Contractor's Qualification and Financial Information (GSA Form 527), and completed forms for Experience on Similar Projects (Attachment 1), Past Performance Questionnaires (Attachment 2), and Key Personnel Resumes (Attachment 3). A Bid Guarantee of 20% of the bid price or $3,000,000 (whichever is less) is required. Evaluation will be based on Total Evaluated Price and non-price factors: Experience, Past Performance, and Staffing Plan. Offerors must have an "Active" SAM.gov registration and complete electronic Annual Representations and Certifications.

Special Conditions

All personnel must meet HSPD-12 security requirements. Cell phones and transmittal devices are prohibited on the project site.
