Scope of Work
The project requires furnishing all materials, equipment, labor, and supervision for the 1st Floor build-out. Work includes selective demolition of interior architectural, mechanical, and electrical systems, reconfiguration of interior spaces, and modifications to plumbing, electrical, IT, fire protection, and mechanical systems. New construction involves walls, hard ceilings, doors, casework, woodwork, and replacement of floor, wall, and ceiling finishes. All work must adhere to drawings and specifications developed by N.K. Bhandari Architecture & Engineering, P.C. Coordination with the GSA Authority Having Jurisdiction (AHJ) for Life Safety submittals and approvals is required.
Key Requirements & Qualifications
Offerors must demonstrate:
- Experience: Minimum 8 years of successful experience in comparable projects (size, complexity, scope).
- Past Performance: Three required projects, each with a minimum award value of $1,500,000. At least one must be SCIF construction, performed as the General Contractor. Past Performance Questionnaires (PPQ) are required.
- Key Personnel: Project Manager and Superintendent must each have a minimum of 8 years of experience in their respective positions. The company owner may not serve as the Project Manager. Resumes must be submitted using Attachment 3.
- Security: All personnel must meet HSPD-12 security requirements. A Construction Security Plan (CSP) will be provided post-award. The Secure Facility must comply with IAW TEMPEST/01-13.
- Site Conduct: Cell phones and transmittal devices are prohibited on site. Loud or disruptive work must be performed off-hours at no additional cost.
Contract Details
The Government contemplates awarding a Firm Fixed-Price contract. The Period of Performance includes:
- Commencement: Within 10 calendar days after Notice of Award.
- Work Execution Start: Within 60 calendar days after Notice of Award.
- Substantial Completion: No later than 210 calendar days from Notice of Award.
- Contract Completion: Within 30 calendar days of Substantial Completion. Liquidated damages of $880.61 per calendar day apply for failure to achieve Substantial Completion on time.
Submission & Evaluation
Proposals must include a Price Proposal, Technical Proposal, Representations and Certifications, Bid Bond (SF 24), and Contractor's Qualification and Financial Information (GSA Form 527). Offers will be evaluated based on Total Evaluated Price and non-price factors: Experience, Past Performance, and Staffing Plan. A bid guarantee of 20% of the bid price or $3,000,000 (whichever is less) is required. Offerors must have an "Active" SAM registration status.
