Scope of Work
The project entails the furnishing of all materials, equipment, labor, and supervision for the build-out of approximately 3,015 Sq. Ft. on the first floor. The scope includes, but is not limited to: demolition, abatement, new walls, hard ceiling, doors, casework, woodwork, flooring, plumbing, electrical, IT, fire protection, and mechanical systems. The renovated space must function as a SCIF.
Contract Details & Timeline

- Period of Performance: Work execution to begin within 60 days of Notice of Award, with Substantial Completion required no later than 210 days from Notice of Award.

- Proposal Due Date: May 1, 2026, 4:00 PM Eastern.
- Liquidated Damages: $880.61 per calendar day for delays in Substantial Completion.
Qualification & Submission Requirements
Offerors must demonstrate:
- Minimum 8 years of successful experience in comparable projects (size, complexity, scope).
- Three past performance projects, each with a minimum award value of $1,500,000. At least one must be SCIF construction performed as the General Contractor.
- Key personnel (Project Manager and Superintendent) must each have a minimum of 8 years of experience in their respective positions. The company owner cannot serve as Project Manager.
- All personnel must meet HSPD-12 security requirements.
- Required submissions include Price Proposal, Technical Proposal, Representations and Certifications, Bid Bond (SF 24), Contractor's Qualification and Financial Information (GSA Form 527), and forms for Experience on Similar Projects and Key Personnel Resumes.
- Offerors must have an "Active" SAM.gov registration. A bid guarantee of 20% of the bid price or $3,000,000 (whichever is less) is required.
Evaluation Factors
Proposals will be evaluated based on Total Evaluated Price and non-price factors including Experience, Past Performance, and Staffing Plan.
Additional Notes
Loud or disruptive work must be performed off-hours at no additional cost. Cell phones and transmittal devices are prohibited on the project site. Prevailing wage rates (Davis-Bacon Act) apply. An additional amendment will be issued with responses to questions received.
