Scope of Work
The contractor will provide all personnel, equipment, tools, materials, supervision, and transportation for cleaning services at the 18th SFS Combat Arms Firing Range (Bldg. 964). Key services include:
- Firing Range Cleaning: Removal of lead dust and particulates from shooter's slab and range floor, including washing with lead cleaning solution and environmentally safe disposal of lead waste. Wipe samples will be taken before and after work.
- Dust Collection Unit (DCU) Cleaning: Cleaning and replacement of government-furnished filters, and inspection for damage.
- Ventilation Filter Cleaning: Removal, cleaning, and re-installation of ventilation filters associated with the building ventilation system and DCU, performed every other work period.
- DCU Drum Handling: Transferring lead debris to disposal drums.
- Waste Transportation/Disposal: Transporting lead-contaminated waste to Kita Kyushu and non-contaminated debris to an off-base facility, adhering to Japanese regulations. The government will provide drums for waste.
Period & Place of Performance
Services will be performed at Kadena Air Base, Japan, 6 times per 12 months. The work site will be available for up to four (4) days per scheduled performance period, Monday through Friday, 07:30 to 16:00, excluding U.S. legal holidays.
Special Requirements
Contractor personnel must be skilled, qualified, and licensed in lead handling/hazardous materials handling in accordance with Japanese law. Use of High Efficiency Particulate Air (HEPA) vacuuming, appropriate Personal Protective Equipment (PPE) (e.g., full-face masks with HEPA filters, Tyvek coveralls), and adherence to Kadena AB security requirements are mandatory. Submission of Manufacturer's Safety Data Sheets (SDS) for chemical solutions is required for approval. A contract manager with full authority and English proficiency is also required.
Contract Details
This is a Firm Fixed Price contract with multiple option periods. Funds are not presently available and obligation is contingent upon appropriation.

Submission & Evaluation
