Statement of Work (SOW) / Performance Work Statement (PWS)

To provide cleaning services for the Combat Arms Firing Range at Kadena Air Base, Japan, ensuring a fully functional and operable firing range environment, including ventilation systems.

• Provide all personnel, equipment, tools, materials, supervision, and transportation for cleaning services at the 18th SFS, Combat Arms Firing Range, Bldg. 964.

• Perform cleaning in a manner that provides a dirt and lead-free environment.

• Cleaning services include:

  • Firing Range Cleaning: Cleaning lead dust and particulates from the shooter's slab and range floor slab, including washing with a lead cleaning solution and environmentally safe removal of lead waste.
  • Dust Collection Unit (DCU) Cleaning: Cleaning and replacing government-furnished filters, and inspecting for damage.
  • Ventilation Filter Cleaning: Removing, cleaning, and re-installing ventilation filters associated with the building ventilation system and DCU.

• Setting of DCU Drum: Transferring lead debris to disposal drums and turning them into the Hazardous Waste Storage Area.

• Transportation/Disposal of Drum Container for Waste Materials: Transporting lead-contaminated debris to Kita Kyushu and non-contaminated debris to an off-base facility.

• The range and necessary areas will be available for up to four (4) days per scheduled performance period.

• Work frequency is 6 times per 12 months.

• Work schedule provided at least 14 days prior to commencement.

• Work site available Monday through Friday (Mon-Sun), 07:30 to 16:00, excluding U.S. legal holidays.

• Contractor personnel must be skilled, qualified, registered and/or licensed in lead handling per Japanese Law.

• Use of High Efficiency Particulate Air (HEPA) vacuuming and washing with water and/or chemical detergent for contaminated surfaces.

• Work site preparation includes sealing entry points with plastic sheeting and posting "CAUTION LEAD HAZARD, KEEP OUT" signs.

• Personal Protective Equipment (PPE) is required, including full-face masks with HEPA filters, Tyvek coveralls, head covering, and shoe covers.

• Submission of Manufacturer's Safety Data Sheets (SDS) for chemical solutions and materials for approval.

• Compliance with Kadena AB security requirements.

• Adherence to safety requirements, including non-smoking policy, use of fall protection, and proper handling of tools and equipment.

• Compliance with fire prevention guidance and reporting procedures.

• Electrical tools and equipment must be in good working condition with circuit breakers on extension cords.

• No flammable liquids stored near exit ways or obstructing fire protection systems.

• Visual inspection of surfaces (floor, wall, equipment, ceiling) by wiping with a dried rug.

• Significant dust found on the dried rug will be evaluated as non-compliance.

• 100% compliance for setting DCU drums and transportation/disposal of waste materials.

• Government-furnished property: None.

• Government-furnished services: None.

• Utilities available: Restrooms, water, and electricity at the work site or vicinity.

• Security Forces and Fire Protection: Emergency number is 911.

Solicitation / RFP / RFQ

This solicitation is for the recurring cleaning of the Combat Arms Training and Maintenance (CATM) Range located on Kadena Air Base (AB) in Okinawa, Japan. The contractor will be responsible for providing all necessary personnel, equipment, tools, materials, supervision, and other items and services to perform this work.

• Intake Filter Cleaning/Replacement at KAB

• Cleaning of Bullet/Debris Buckets at KAB

• Exhaust Filter Replacement at KAB

• Range Floor Cleaning at KAB

• Specific exhaust filters (Grainger Pleated Air Filter, MERV 8 and MERV 14) are also listed.

• The solicitation includes multiple option periods, extending the potential contract duration.

• Pricing arrangements are Firm Fixed Price for all listed items.

• Offerors must submit a quote with two separate submittals: PART I - Pricing and PART II - Technical.

• The lowest quote will be evaluated for price reasonableness.

• Technical evaluation requires submission of currently valid Lead Handling/Hazardous Materials Handling licenses in accordance with Japanese laws.

• Questions regarding the solicitation must be submitted via email by 16 April 2026, 0900 hours (JST).

• A site visit may be conducted if requested.

• The offer due date is 23 April 2026 at 07:00 PM.

• This acquisition is set aside as UNRESTRICTED.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-4 by reference.

• Payment will be made via Wide Area WorkFlow (WAWF).

• The Performance Work Statement (PWS) is attached as "Attachment 1 - PWS" and provides detailed acceptance criteria.
