Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance-Based Work Statement (PWS) outlines the requirements for cleaning services at the Combat Arms Firing Range, Building 964, at Kadena Air Base, Japan. The goal is to maintain a fully functional firing range environment with operable systems, ensuring a dirt and lead-free condition.

• Firing Range Cleaning: Cleaning of lead dust and trace particulates from the shooter's slab and range floor slab. This includes two cleaning cycles for the shooter's slab and one for the range slab, using a lead cleaning solution on areas where munitions are placed. Lead waste will be collected in contractor-provided containers and disposed of in an environmentally safe manner. Wipe samples will be taken before and after work.

• Dust Collection Unit (DCU) Cleaning: Cleaning and replacement of government-furnished filters. This involves removing, inspecting, and cleaning or replacing slide-in filters.

• Ventilation Filter Cleaning: Removal, cleaning of lead/debris, and re-installation of ventilation filters associated with the building ventilation system and DCU, performed every other work period.

• DCU Drum Handling: Setting of the lead debris collection drum and transferring lead debris to final disposal drums.

• Waste Transportation/Disposal: Transportation of lead-contaminated waste to Kita Kyushu and disposal of non-contaminated debris to an off-base facility, in accordance with Japanese government regulations. The government will provide drums for waste.

• Cleaning: Government POC will inspect surfaces (floor, wall, equipment, ceiling) using a dried rug wipe test. Significant dust found on the rug will be evaluated as non-compliance.

• DCU Drum Handling & Waste Transportation/Disposal: 100% compliance is required.

• The work site will be available for up to four (4) days per scheduled performance period.

• Work days and hours are Monday through Friday, 07:30 to 16:00, excluding U.S. legal holidays. These hours are not extendable.

• Cleaning services are scheduled 6 times per 12 months.

• Personnel: Must be skilled, qualified, and possess lead handling/hazardous materials handling licenses in accordance with Japanese law. Must present a neat appearance and be easily recognized. A contract manager with full authority and English proficiency is required.

• Safety: Compliance with OSHA standards, use of appropriate Personal Protective Equipment (PPE) including HEPA filters, Tyvek coveralls, head and shoe covers. Strict adherence to non-smoking policies, fall protection, and proper site preparation (sealing entry points, warning signs).

• Materials: Submission of Manufacturer's Safety Data Sheets (SDS) for chemical solutions for Contracting Officer approval.

• Security: Compliance with all Kadena AB security requirements. Government escorts will be provided as needed.

• Utilities: Restrooms, water, and electricity will be available to the contractor at no charge.

• Government-Furnished: None for property or services, except for drums for waste disposal.

To provide cleaning services for the Combat Arms Firing Range at Kadena Air Base, Japan, ensuring a fully functional and operable firing range environment, including ventilation systems.

• Provide all personnel, equipment, tools, materials, supervision, and transportation for cleaning services at the 18th SFS, Combat Arms Firing Range, Bldg. 964.

• Perform cleaning in a manner that provides a dirt and lead-free environment.

• Cleaning services include:

  • Firing Range Cleaning: Cleaning lead dust and particulates from the shooter's slab and range floor slab, including washing with a lead cleaning solution and environmentally safe removal of lead waste.
  • Dust Collection Unit (DCU) Cleaning: Cleaning and replacing government-furnished filters, and inspecting for damage.
  • Ventilation Filter Cleaning: Removing, cleaning, and re-installing ventilation filters associated with the building ventilation system and DCU.

• Setting of DCU Drum: Transferring lead debris to disposal drums and turning them into the Hazardous Waste Storage Area.

• Transportation/Disposal of Drum Container for Waste Materials: Transporting lead-contaminated debris to Kita Kyushu and non-contaminated debris to an off-base facility.

• The range and necessary areas will be available for up to four (4) days per scheduled performance period.

• Work frequency is 6 times per 12 months.

• Work schedule provided at least 14 days prior to commencement.

• Work site available Monday through Friday (Mon-Sun), 07:30 to 16:00, excluding U.S. legal holidays.

• Contractor personnel must be skilled, qualified, registered and/or licensed in lead handling per Japanese Law.

• Use of High Efficiency Particulate Air (HEPA) vacuuming and washing with water and/or chemical detergent for contaminated surfaces.

• Work site preparation includes sealing entry points with plastic sheeting and posting "CAUTION LEAD HAZARD, KEEP OUT" signs.

• Personal Protective Equipment (PPE) is required, including full-face masks with HEPA filters, Tyvek coveralls, head covering, and shoe covers.

• Submission of Manufacturer's Safety Data Sheets (SDS) for chemical solutions and materials for approval.

• Compliance with Kadena AB security requirements.

• Adherence to safety requirements, including non-smoking policy, use of fall protection, and proper handling of tools and equipment.

• Compliance with fire prevention guidance and reporting procedures.

• Electrical tools and equipment must be in good working condition with circuit breakers on extension cords.

• No flammable liquids stored near exit ways or obstructing fire protection systems.

• Visual inspection of surfaces (floor, wall, equipment, ceiling) by wiping with a dried rug.

• Significant dust found on the dried rug will be evaluated as non-compliance.

• 100% compliance for setting DCU drums and transportation/disposal of waste materials.
