PROJECT TITLE: JOB ORDER CONTRACT (JOC) - SATOC IDIQ

This solicitation is for a Job Order Contract (JOC) for various minor construction requirements under an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC). The contract will support the U.S. Army Garrison Italy (USAG-I) Directorate of Public Works (DPW) primarily in Vicenza, with additional work in Livorno and Aviano, Italy. This is a competitive acquisition using a Trade Off Approach.

• The contract will provide for minor construction requirements through Task Orders issued via Task Order Proposal Requests (TOPRs).

• Construction requirements will be issued in accordance with the Order Placement Procedures established in Section H.

• The JOC Unit Price Book Europe 2025 is to be used for pricing and execution of work.

• Contract Type: Firm Fixed Price (FFP) Task Orders.

• Period of Performance: Base ordering period of five (5) years, with a possible one six-month extension.

• Estimated Total Value: The total value of all orders awarded shall not exceed $40 Million.

• Minimum Task Order Value: $5,000.

• Maximum Task Order Value: $2,000,000.00 (though larger projects may be considered at the Contracting Officer's discretion).

• Minimum Guarantee: A task order for $3,000 will be issued concurrently with the award.

• Proposals are due by 08 APR 2026, 03:00 PM local time.

• Proposals must be submitted electronically via email.

• Evaluation will be based on a best value tradeoff process, considering "Price" and "Non-Price/Technical" factors.

• Key evaluation factors include: Corporate Experience, Management Approach, Past Performance, and Price (Coefficients).

• Corporate Experience and Management Approach are equal in importance and are more important than Past Performance, which is more important than Price.

• Proposals must be submitted in English and adhere to specific formatting and page limitations.

• Offerors must possess specific Societa Organismi D'Attestazione (S.O.A.) certifications (OG1, OG3, OG6, OG11, OG12).

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for a Job Order Contract (JOC) to provide minor construction maintenance, alteration, and repair of real property and utilities for U.S. Government facilities primarily in Vicenza, Italy, with additional work in Livorno. The contract is an indefinite delivery, indefinite quantity (IDIQ) Single Award Task Order Contract (SATOC).

The contractor will provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary for repair, maintenance, demolition, and minor construction projects. This includes Sustainment, Restoration, and Modernization (SRM), simplified acquisition of base repair, civil works operations and maintenance, and small renovations. Projects may encompass barracks, administrative facilities, maintenance shops, child development centers, physical fitness centers, food service facilities, airfield structures, athletic fields, underground and overhead utilities, gates, warehouses, and auditoriums. The scope also includes site grading, drainage, and retaining walls incidental to construction. The JOC is not to be used for purchasing supplies, services, or Architect and Engineer (A-E) services, nor for fuels, utilities (beyond the point of connection), construction equipment, administrative equipment, furnishings, construction materials only, or housekeeping services.

• Contractor must provide a detailed proposal for each Task Order (TO) based on a Task Order Proposal Request (TOPR).

• Proposals must utilize the approved Unit Price Book Europe 2025 for pricing.
