Scope of Work
The contract requires the provision of all personnel, equipment, supplies, and supervision for minor construction maintenance, alteration, and repair of real property and utilities. This includes Sustainment, Restoration, and Modernization (SRM), simplified acquisition of base repair, civil works operations and maintenance, and small renovations. Projects may encompass a wide range of facilities such as barracks, administrative buildings, maintenance shops, and various infrastructure elements. The JOC is not for purchasing supplies, services, or Architect and Engineer (A-E) services, nor for fuels, utilities, construction equipment, or furnishings. Task Orders will be issued via Task Order Proposal Requests (TOPRs), and the JOC Unit Price Book Europe 2025 must be used for pricing and execution.
Contract Details
- Contract Type: Firm Fixed Price (FFP) Task Orders under an IDIQ SATOC.
- Period of Performance: A base ordering period of five (5) years, with a possible one six-month extension.
- Estimated Total Value: The total value of all orders shall not exceed $40 Million.
- Task Order Values: Minimum Task Order Value is $5,000, and the maximum is $2,000,000 (larger projects may be considered). A minimum guarantee task order of $3,000 will be issued concurrently with the award.

Eligibility & Requirements
Offerors must possess specific Societa Organismi D'Attestazione (S.O.A.) certifications (OG1, OG3, OG6, OG11, OG12) and comply with Italian Anti-Mafia Law 646. SAM registration is mandatory. Key personnel, including a Program Manager, Site Safety Health Officer, and Quality Control Manager, are required. Contractors must implement various plans, including an Accident Prevention Plan and a Contractor Quality Control (CQC) Plan.

- Required Forms: Bidders must complete Attachment 4 Construction Experience Project Data Sheet and facilitate completion of Attachment 5 Past Performance Questionnaire (Form PPQ-0) by clients.
