• Site Visit: Scheduled for 13 November 2025 at 1000, meeting at the Visitor's Center Parking identified on Attachment D. Participants require access through SOCOM (Attachment E) and Dam Neck Annex (Attachment F and G).

• Proposal Submittal Requirements: Includes specific items such as a cover page, acknowledged amendments, Price Schedule Form, Representations and Certifications (including 52.209-13 and 252.204-7017), VETS-4212 confirmation, and a Bid Guarantee (20% of proposed price, not to exceed $3,000,000). All documents are to be submitted electronically via PIEE.

This solicitation is for an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for general construction projects primarily in the Hampton Roads Area of Responsibility (HR AOR), Virginia. Specifically, this task order (Q1075) is for the SOF Operations Building Addition and Renovation at Naval Air Station Oceana, Dam Neck Annex, Virginia Beach, Virginia. The project involves constructing a two-story addition to Building 368 to expand high-bay space and add mezzanine storage, as well as renovating existing administrative and operational spaces within the building. Cybersecurity measures for facility-related control systems and Anti-Terrorism/Force Protection (AT/FP) features will be incorporated.

• Construction of a two-story addition to Building 368.

• Renovation of existing administrative and operational spaces within Building 368.

• Expansion of high-bay space and addition of mezzanine storage.

• Proposal Submission: Electronic proposals must be submitted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module in PDF format, no larger than 1.9 GB per file.

• Proposal Due Date: Tuesday, 16 December 2025 at 02:00 PM ET.

• Pre-Proposal Inquiries: Must be submitted in writing via email to Demetrice Jenkins no later than ten (10) calendar days prior to the proposal due date, using the Pre-Proposal Inquiry (PPI) form (Attachment C).

• Bid Guarantee: Required, in a penal sum equal to at least 20 percent of the offer price or $3,000,000, whichever is less (Standard Form 24).

• Proposal Acceptance Period: 120 calendar days from the deadline for receipt of offers.

• Basis for Award: Award will be made on a fair opportunity basis to the responsible offeror providing the best value to the Government, determined by evaluating price only.

• This solicitation is for MACC holders only.

• Amendments will be posted to PIEE, SAM.gov, and sent directly to MACC Holders. It is the responsibility of MACC Holders to monitor SAM.gov for updates.

• A site visit is scheduled for 13 November 2025 at 1000.
