Statement of Work (SOW) / Performance Work Statement (PWS)

To remove and dispose of the remains of the USACE Topsail Pier, including piling clusters and any associated debris, both underwater and washed ashore at Topsail Beach, NC.

• Removal and disposal of up to 36 pilings, each up to 12 inches in diameter, from the existing pier and associated clusters.

• Removal of all pier bracing, crossmembers, and debris.

• If additional pilings are discovered, a Condition Found Report (CFR) must be submitted to the Contracting Officer's Representative (COR).

• Pilings are to be cut at the seabed floor (horizontal) or removed entirely (vertical).

• A post-removal multibeam survey is required to verify the removal within the designated area.

• All debris must be removed for Government property and disposed of according to state and local solid waste disposal regulations.

• Work must be in accordance with best practices for marine construction.

• Daily inspections will be conducted to ensure compliance with the scope of work and EM 385-1-1.

• A final inspection will be conducted upon completion.

• Work must be completed as specified prior to payment.

• Period of Performance (POP): 90 days after contract award.

• Work Location: 1 Shore Line Dr, Topsail Beach, NC 28445.

• Compliance with EM 385-1-1 (Safety and Occupational Health Requirements Manual), including specific chapters for Diving Operations and the USACE Dive Safety Program.

• Adherence to Federal & State Transportation Laws & Regulations.

• Travel Per Diem rates are available via GSA lookup.

• Contractor must furnish all labor, equipment, materials, and services.

• Contractor is responsible for transporting materials to the site and coordinating with Government staff regarding deliveries.

• The work area must be secured daily.

• Safety requirements include daily safety meetings, submission of an Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs), and adherence to accident notification and reporting procedures.

• A Level 2 Site Safety and Health Officer (SSHO) is required.

• All contractual required dive operations must follow specific guidelines.

• Invoicing instructions are detailed, requiring specific information and submission to the Technical Point of Contact (TPOC).

• General security requirements and guidance, including OPSEC, physical security, and access control, apply to all contract personnel.

• Pre-screening of candidates using the E-Verify Program is required.

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) under FAR Part 13, Simplified Acquisition Procedures, for the removal of the Topsail Beach Pier, including clusters and debris, with off-site disposal. The estimated magnitude of construction is between $50,000.00 and $100,000.00.

• Removal of existing pier, clusters, and pier debris.

• Disposal of all removed materials off-site.

• Offerors must be registered in the System for Award Management (SAM).

• Offerors must demonstrate prior experience with similar projects (minimum of two contracts/projects within the last five years).

• Offerors must provide a technical proposal explaining how SOW requirements will be met.

• A valid North Carolina Marine or Building contractor's license is required.

• Annual Representations and Certifications (Provision 52.204-8) must be submitted via email with the quote.
