Scope of Work

All new equipment must meet a SEER rating of 14 and match existing electrical characteristics where possible. New lines require insulation per Shaw AFB Design Standards.
- Testing & Balancing: Conduct a Test and Balance of the HVAC system in accordance with UFGS 23 05 93, measuring flow rates under summer and winter conditions and balancing to original design conditions.

Eligibility & Evaluation
This is a 100% Small Business Concern Set Aside. Offerors must submit a fully completed SF 1442, acknowledge all amendments, and provide comprehensive data including financial resources, performance schedule, past performance, integrity, organization, experience, accounting, operational controls, technical skills, and equipment information. Bids must be responsive to all requirements; exceptions may lead to rejection. Bid pricing must be valid through September 30, 2026. Performance and Payment Bonds are required, along with a bid guarantee (20% of bid price or $400,000.00, whichever is less).
Important Notes
Contractors must comply with Shaw Air Force Base Design and Construction Standards (Attachment 08) and prevailing wage rates (Attachment 13). Regular progress reports (AF IMT 3065, Attachment 10) and a Contract Progress Schedule (AF Form 3064, Attachment 11) are required. A full-time contractor superintendent is mandatory, who cannot also serve as the Quality Control (CQC) representative.
