This document provides the Government's responses to two (2) Requests for Information (RFIs) received regarding the "Replace Boiler in Building 221" project (Solicitation FA671226Q0001, Project JLSS 23-0017).

• RFI #1: The government clarified that the existing boiler in BLDG 221 is fed by a 20 amp circuit with 3/4" EMT conduit to the boiler disconnect. The circuit is assumed to be fed with 12 AWG conductors.
• RFI #2: For the new two-boiler redundant system, the government requires an appropriately rated means to disconnect each boiler and pump being installed. All electrical work must meet applicable codes and the Statement of Work (SOW).

These clarifications provide specific details regarding electrical feeder requirements and disconnect means for the new installation, which bidders should consider in their proposals.

Amendment / Modification

This amendment (0001) to solicitation FA671226Q0001 makes the following changes:

• Attachment 5 (Site Visit Photos): Provides photos from the site visit.

• RFI Due Date: Extends the due date for Questions & Answers (RFIs) from Friday, March 13, 2026, to Tuesday, March 17, 2026, at 10:00 AM EDT.

• Deleted Clauses: Removes FAR clauses 52.228-13 (Alternative Payment Protections) and FAR 52.249-4 (Termination for Convenience of the Government - Short Form).

• Quote Submission Instructions: Provides instructions for submitting quotes, emphasizing electronic submission via PIEE and the offeror's responsibility for successful upload.

• Solicitation: The original solicitation number is FA671226Q0001, dated February 25, 2026.

• Contract Clauses: FAR 52.228-13 and FAR 52.249-4 have been removed.

• Attachments: Attachment 5 (Site Visit Photos) has been added.

• The deadline for RFIs has been extended to March 17, 2026.

• Specific instructions for quote submission are provided, including the use of the PIEE system.

This document contains site visit photographs of existing mechanical and electrical systems. The images are intended to provide potential bidders with a visual understanding of the current conditions, equipment, and infrastructure to aid in proposal preparation.

Mechanical Systems:

• Photographs of boiler units, pumps, and extensive piping networks.
• Labels indicating "HOT WATER SUPPLY," "HOT WATER RETURN," and "COLD WATER."
• Images of control panels, pressure gauges, and various valves.
• Visual evidence of insulation on pipes and some signs of wear or age on equipment.

Electrical Systems:

• Images of electrical panels labeled "PANEL EM," "PANEL A," "PANEL B," and "MDP."
• Labels and diagrams within panels indicating circuit loads (e.g., "AHU 1 FAN," "BOILER WATT. CIR. PUMP," "EM. LTNG. SYSTEM," "FIRE ALARM PANEL").
• "WARNING" labels detailing Arc Flash and Shock Hazard information, including flash hazard boundaries and required Personal Protective Equipment (PPE).
• A "FIRE ALARM" panel (NFW-100X by Notifier by Honeywell).
• Exterior views showing gas lines and a "NO ADMITTANCE BY UNAUTHORIZED PERSONNEL" sign.

These photographs are crucial for bidders to assess the scope of work for potential maintenance, repair, or replacement projects. They offer a direct view of the installed systems, helping bidders to:

• Identify specific equipment models and configurations.
• Understand the complexity and layout of mechanical and electrical systems.
• Gauge the general condition of the mechanical and electrical rooms.
• Assess potential hazards and plan for safety protocols.
• Prepare more accurate proposals by having a realistic understanding of the existing infrastructure.
