Replacement of A/C System in one USG Residence in Paris

Scope of Work

The project involves the comprehensive replacement of an existing A/C system. Key tasks include:

• Removal and environmentally compliant recycling of existing A/C installations, including refrigeration lines, electrical cables, and refrigerant gas.
• Furnishing and installation of eleven new A/C units across the second, first, ground, and basement floors.
• Installation of necessary condensate pumps, new refrigerant lines, electrical cables, and circuit breakers.
• Construction of a concrete slab for outdoor units and installation of acoustic panels and sound traps to minimize condenser noise.
• Installation of eleven wired remote controls and one centralized remote control (without WIFI or Bluetooth monitoring).
• System commissioning, leak testing, site cleaning, restoration, and training for up to five Embassy personnel.
• The contractor must provide a one-year warranty on parts and labor, including four maintenance visits.

Contract Details

• Type: Firm Fixed-Price contract, payable entirely in Euros.
• Period of Performance: Work must commence within 30 calendar days of contract award and be completed within 55 calendar days after award or notice to proceed. The physical work itself must be completed no later than 25 calendar days after it starts.
• Bonds & Insurance: Performance and payment bonds, each for 20% of the contract price, are required. General Liability insurance with specified minimum amounts in Euros is also mandatory.

Eligibility & Evaluation

• Eligibility: Offerors must be registered in the System for Award Management (SAM.gov). They must have an established business with a permanent physical office and telephone listing in France, or an established subcontractor with such presence. Prior electrical and HVAC installation experience in France with suitable references is required.
• Evaluation: Award will be made to the lowest priced, technically acceptable, responsible offeror. Offers must remain valid for 120 calendar days.
