• Wall Protection: Covering for lighting, imbedded plaques, textile/wood wall coverings, and decorative architectural elements using acid-free tissue, dartex nylon film, or bubble wrap. Plastic protection for painting functions.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the air conditioning system in a U.S. Government Property located at the US Embassy, Paris-France.

• Removal of existing air conditioning installations, including refrigeration lines, electrical cables, and refrigerant gas.

• Recycling of all equipment and refrigerant gas in accordance with French regulations.

• Furnishing and installation of new air conditioning units: 3 on the second floor, 3 on the first floor, 3 on the ground floor, and 2 in the basement.

• Installation of condensate pumps as necessary.

• Furnishing and installation of new refrigerant lines, electrical cables, and circuit breakers, following the paths of the previous installations.

• Installation of a concrete slab for outdoor units.

• Installation of acoustic panels and sound traps to minimize condenser noise.

• Furnishing and installation of eleven wired remote controls and one centralized remote control.

• Performing system evacuation, leak testing, and unit commissioning.

• Maintaining the installation for one year after acceptance.

• The work is to be performed at the US Embassy, Paris-France.

• The contractor shall start work within 30 calendar days after contract award.

• The entire work must be completed no later than 25 calendar days after work has started.

• All work must comply with applicable French and European building regulations.

• Compliance with EM-385-1-1, OSHA standards, local French safety and health regulations, and specific UTE standards for electrical work and refrigerant fluids.

• The contractor must provide a Safety and Health Protection Plan.

• A one-year warranty on parts and labor is required, including four maintenance visits.

• Contractors must provide appropriate certification for electrical work.

• A resource-loaded work schedule is required.

• Identification information for all on-site employees must be submitted.

• Products must meet relevant European Standards.

• Working hours are Monday to Friday, 9:00 to 12:00 and 13:00 to 17:00. The property is closed on American and French holidays.

• No WIFI or Bluetooth monitoring is allowed for the centralized remote control.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for the replacement of the Air Conditioning System in one U.S. Government Residence in Paris. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

• Replacement of the Air Conditioning system in one Residence located in Paris.

• The scope of work includes removal and disposal of existing AC equipment, protection of the site, supply and installation of a concrete slab, supply and installation of a complete set of new air conditioning systems (including electrical work), supply and installation of acoustic panels and soundtracks, commissioning, site cleaning and restoration, and training of up to 5 Embassy Personnel.

• This is a firm, fixed-price contract.

• The contract will be payable entirely in Euros.

• Performance is to begin within 30 calendar days and be completed within 55 calendar days after receiving award or notice to proceed.

• Proposals are due by February 23, 2026, at 16:00 (local French time).

• Proposals must be submitted electronically to Pariscontracting@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (pdf) format, not exceeding 30MB per file.

• Required submission documents include: SF-1442, Section B (Pricing), Section K (Representations and Certifications), additional information as required in Section L, and proof of SAM Registration.

• Offers providing less than 120 calendar days for Government acceptance after the due date will be rejected.

• Award will be made to the lowest priced, technically acceptable, responsible offeror.

• Offerors must be registered in the SAM (System for Award Management) database.

• Offerors must have an established business with a permanent physical office address and telephone listing in France or an established subcontractor with a permanent physical office address in France.

• Offerors must demonstrate prior electrical and HVAC installation experience in France with suitable references.

• A site visit is scheduled for February 3, 2026, at 14:30 (local time). Prospective offerors should contact Anne Hibert at ParisContracting@state.gov by January 30, 2026, 17:00 local time to arrange entry.

• Performance and payment bonds are required, each in the amount of 20% of the contract price.

• Insurance requirements include General Liability with specific minimum amounts in Euros.
