Quick Summary
The USDA Cotton & Tobacco Program is soliciting proposals for the Replacement of Boilers, Reheat Coils, and a Cooling Tower in Memphis, TN. This project involves the complete removal of existing HVAC equipment and the installation of new systems, including all associated ancillary work. This is a Total Small Business Set-Aside (FAR 19.5). Proposals are due March 5, 2026, at 12 p.m. CT.
Project Overview
The requirement is for the complete removal and disposal of two steam boilers, one cooling tower, and three sets of air handler reheat coils. This will be followed by the installation of one new steam boiler, one cooling tower, and three reheat coils. The scope includes all necessary piping, valve, insulation, electrical work, temperature controls, testing, and commissioning to ensure a fully operational system. All new equipment must feature BACnet compliant microprocessor controls compatible with the existing Seimens control system.
Key Requirements & Clarifications
- Boiler Specifications: Steel, low-pressure, forced-draft boiler, ASME code compliant, with oil/gas combination burners and a minimum 80% fuel-to-steam efficiency.
- Cooling Tower: Must meet drawing capacity, with existing valves relocated inside the building and new isolation valves included. The Paragon DT-200l model is acceptable if it meets specifications, and a Variable Frequency Drive (VFD) is required for the tower fan.
- Reheat Coils: Replacement of three copper coil units with stainless steel units, including associated piping and valves.
- Site Access: A scissor lift is permitted on the second floor. Crane setup for cooling tower replacement is preferred on improved surfaces, as the grass area is unlevel and soft. Rear drive access can be accommodated with advance notice.
- Ancillary Work: Includes shop drawings, protection of apparatus, permits, testing, coordination, and potential work outside normal hours.
- Wage Rates: Bidders must adhere to Federal Construction Wage Rates (General Decision Number TN20260200) for Shelby County, TN.
Contract Details
- Contract Type: Combined Synopsis/Solicitation (Request for Quotations - RFQ).
