Quick Summary
The Department of the Air Force is conducting a Request for Information (RFI) to identify potential sources for Battlespace Command and Control Center (BC3) software capabilities for the Cloud Based Command and Control (CBC2) program. This RFI aims to capture the need for an overarching Advanced Battle Management System (ABMS) multi-user interface solution that supports rapid integration, scales for the larger ABMS Enterprise, and operates across multiple classification and releasability levels in cloud and edge environments. Responses are due by February 9, 2026, at 12:00 PM EST.
Scope of Work
The RFI focuses on a multi-user interface solution that will initially support Homeland Air Defense Sectors (ADS), Tactical Operations Center –Light (TOC-L) enabled Control Reporting Center (CRC), and Air Base Air Defense System (ABADS). BC3 software, comprising commercial Multi-Source Correlator Tracker (MSCT) and separately funded BC3 extensions, is identified as the near-term Battle Management Command and Control (BMC2) user interface solution for CBC2. The ABMS CBC2 Software Integrator will facilitate a Continuous Integration/Continuous Delivery (CI/CD) pipeline for managing software portfolios and integrating capabilities.
Key Requirements / Deliverables
Respondents should address their capabilities in:
- Procurement of MSCT software licenses with BC3 extensions and associated software development activities.
- System development & integration support, including participation in integration efforts, product roadmap workshops, agile meetings, testing, and cybersecurity.
- Leveraging a government-provided cloud environment for software development.
- Description of standard licensing models and ability to accommodate Government Purpose Rights (GPR) for new software code, modifications, or enhancements.
- Availability as subject matter expert(s) for operational questions and software maintenance.
- Support for CBC2's Helpdesk for diagnosing and troubleshooting software difficulties.
- Potential travel for maintenance, repair, or supply actions affecting fielded software.
