CBC2 has identified BC3 software, comprising commercial Multi-Source Correlator Tracker (MSCT) and separately funded BC3 extensions, as the near-term Battle Management Command and Control (BMC2) user interface.

Key Requirements

The government seeks to procure MSCT software licenses with BC3 extensions and associated software development activities. Key requirements include:

  • Providing system development & integration support, including participation in integration efforts, product roadmap workshops, agile meetings, testing, and technical interchange meetings.
  • Developing software using a Continuous Integration/Continuous Delivery (CI/CD) pipeline within a government-provided cloud environment.
  • Addressing licensing models and the ability to accommodate Government Purpose Rights (GPR).
  • Serving as Subject Matter Experts (SMEs) for operational questions and software maintenance, including verification.
  • Supporting CBC2's Helpdesk for diagnosing and troubleshooting software difficulties.
  • Potential for travel for maintenance, repair, or supply actions.

Contract Details

This is a Sources Sought notice. The government intends to contract separately for the deployment, installation, operations, maintenance, and management of hardware solution components. BC3 licenses and developed capabilities will be provided as Government Furnished Equipment (GFE).
