This RFI is issued by the Air Force Life Cycle Management Center (AFLCMC/PAE C3BM/C3B) to conduct market research for potential sources capable of providing Battlespace Command and Control Center (BC3) software capabilities to the Cloud Based Command and Control (CBC2) program. The goal is to identify expertise, capabilities, and experience to meet qualification requirements. This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment to contract.

The USAF is developing the Advanced Battle Management System (ABMS) to realize the vision of Joint All Domain Command and Control (JADC2). ABMS aims to enhance warfighting capabilities by enabling any sensor to inform any shooter across all domains. The government seeks to build a "Team of Teams" of ABMS software providers to integrate, maintain, and evolve code, services, and applications.

• The primary focus is on an overarching ABMS Cloud Based Command and Control (CBC2) multi-user interface solution.

• It must support rapid integration, scale to support the ABMS Enterprise, and operate at multiple classification and releasability levels.

• Initially, it will support Homeland Air Defense Sectors (ADS), Tactical Operations Center -Light (TOC-L), and Air Base Air Defense System (ABADS).

• BC3 software is identified as the near-term Battle Management Command and Control (BMC2) user interface solution for CBC2.

• The ABMS CBC2 Software Integrator will facilitate a CI/CD pipeline for managing multiple software portfolios and integrating capabilities.

• The contractor will be responsible for system development & integration support, including participation in integration efforts, product roadmap workshops, agile meetings, testing, and cybersecurity.

• Software development activities will leverage a government-provided cloud environment.

• Responses are due by 12:00 PM EST on Monday, 09 February 2026.

• Responses must not exceed 5 pages, use Times New Roman, 12 pt font.

• Minimum required information includes:

  • Procurement of MSCT software licenses with BC3 extensions and software development activities.
  • BC3 licenses and developed capabilities will be provided as Government Furnished Equipment (GFE).
  • Separate contracts will handle deployment, installation, operations, maintenance, and management of hardware.
  • Description of standard licensing models and ability to accommodate Government Purpose Rights (GPR) for new software code, modifications, or enhancements.
  • Availability as subject matter expert(s) for operational questions and software maintenance.
  • Support for CBC2's Helpdesk for troubleshooting.
  • Potential travel for maintenance, repair, or supply actions.

This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment to contract.

ABMS aims to enhance warfighting capabilities by integrating sensors, developing AI/ML applications, and linking space capabilities with weapon systems across domains. Foundational requirements for JADC2, established by JROCM 075-19, include secure C3, battlespace awareness, integrated fires, seamless connectivity, edge computing, and support for disconnected, intermittent, low-bandwidth environments.

• The government seeks to procure MSCT software licenses with BC3 extensions and associated software development activities.

• The selected contractor will provide system development & integration support, including participation in integration efforts, product roadmap workshops, agile meetings, testing, and technical interchange meetings.

• The contractor will be responsible for system development & integration support.

• Software capabilities will be developed using a Continuous Integration/Continuous Delivery (CI/CD) pipeline.

• The contractor will leverage a government-provided cloud environment for software development.

• Responses should address licensing models and ability to accommodate Government Purpose Rights (GPR).

• The contractor shall be available as subject matter expert(s) for operational questions and software maintenance, including verification.

• The contractor shall support CBC2's Helpdesk for diagnosing and troubleshooting software difficulties.

• Travel may be required for maintenance, repair, or supply actions affecting fielded software.

• The government intends to contract separately for the deployment, installation, operations, maintenance, and management of the hardware solution components.

• BC3 licenses and developed capabilities will be provided as Government Furnished Equipment (GFE).

• Responses are due no later than noon (12pm) Eastern Standard Time (EST) on Monday, 09 February 2026.

• Responses must not exceed 5 pages, use Times New Roman, 12 pt font, and include specific company information (name, CAGE code, POCs, clearance levels, etc.).

• Proprietary information must be clearly marked.

• Submissions should be sent via email to the Contracting Officer and Contract Specialist.

• Questions should be submitted via email to the Contracting Officer and Contract Specialist.

• Responses can be at the Secret//Collateral level of classification.
