Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Architect-Engineer (AE) services in support of the Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM), Veterans Health Administration (VHA), and subordinate Veteran Integrated Services Networks (VISN) and VA Medical Centers (VAMC).

AE services include, but are not limited to: planning studies, design development, site investigations, facility assessments, feasibility studies, electrical studies, preparation of specifications and drawings, cost estimates, construction document review, Request for Proposal (RFP) development, and construction period quality assurance/quality control. The work will be performed in accordance with commonly accepted practices, quality, and professional standards for the architect-engineer industry and all applicable local, state, and federal requirements.

• Facility Condition Assessment/Baseline Analysis Assessment/Technical Assessment: Document existing infrastructure conditions and perform technical studies. Deliverables include reports, master plans, studies, data development, drawings, cost estimates, and recommendations.
• Seismic Consulting Services and Technical Studies: Provide consulting and technical studies on structural and/or nonstructural seismic issues. Deliverables include reports, studies, and data development.
• Sustainable Design, Energy Reduction, and Renewable Energy Use Investigations: Provide professional services and technical studies related to sustainable design and construction. Deliverables include reports, studies, data development, drawings, and recommendations.
• Healthcare Planning/Service Delivery Plan Studies and Analyses: Analyze patient demographics and workload projections to optimize healthcare service delivery. Deliverables include a comprehensive service delivery plan.

• Design Development (DD): Prepare updated drawings, specifications, and supporting documents. Deliverables include reports, narratives, calculations, draft specifications, drawings, and cost estimates.
• Construction Document (CD) Development: Prepare construction documents including drawings, specifications, and lists. Deliverables include drawings, specifications, and lists.
• Value Engineering (VE) Review: Review design submissions and cost estimates to develop recommendations for enhancing building performance and reducing costs. Deliverables include VE reports with recommendations.
• Cost Estimates: Review and evaluate cost estimates. Deliverables include cost estimate reports.
• Peer Review: Evaluate and recommend on architectural and engineering designs, calculations, and specifications. Deliverables include written recommendations and reports.
• Constructability Review: Analyze construction documents for clarity, accuracy, and completeness. Deliverables include comments and recommendations.
• Construction Quality Assurance/Quality Control (QA/QC): Provide onsite inspection and review of construction. Deliverables include test reports, cost estimates, and submittal reviews.

Work may occur in multiple locations throughout the Contiguous United States, Alaska, Hawaii, and outlying areas. The bulk of the work is anticipated to be performed in the contracted AE's home offices.

• Organizational Conflicts of Interest (OCI) provisions apply, potentially restricting future participation in construction contracts for projects designed under this MATOC.
• All work must comply with the latest version of applicable codes, criteria, standards, and regulations, including VA TIL documents.
• A Quality Management Plan (QMP) and task order specific QMPs are required.
• AE must designate a Program Manager and Project Manager for each task order.
• Electronic file storage, transmission, and access via a web-based project information system are required.
• Government-furnished information, property, safety, and training requirements will be identified at the task order level.
