Request for Interest (RFI)

This RFI seeks concepts and market feedback for the potential development, redevelopment, or repurposing of multiple parcels at Naval Station Great Lakes (NSGL), Illinois. The Department of the Navy (DON) is exploring the utilization of non-excess real property through long-term real estate agreements, with In-Kind Consideration (IKC) as the form of payment. This RFI aims to gather information to inform a potential future Request for Proposals (RFP).

• Respondents should propose development plans or concepts for the identified parcels.

• In-Kind Consideration (IKC) is required as payment, valued at Fair Market Value (FMV), and can include construction or maintenance improvements such as roof repair, HVAC maintenance/repair, road/parking lot paving, building envelope repair, and pump station replacement/modernization.

• Responses should detail:

  • Development Experience, including similar projects.
  • Proposed Development Approach and concept.

• The DON is considering long-term leasehold interests in federal property under 10 U.S.C. § 2667.

• Lease terms can be up to 50 years.

• IKC is negotiated as an annual dollar amount, functioning as rent.
