Purpose & Scope

- NSGL Parcels: 11.5 acres on Ray Street, 2 acres on Sheridan Road, and 4.6 acres on Sheridan Road (with planned demolition of Building 132H in 2026).
- Glenview Parcel: Building 8801 (13,876 SF) on 2.5 acres at 2101 Saipan Drive. Respondents should propose development plans or concepts. In-Kind Consideration (IKC) is the required form of payment, valued at Fair Market Value (FMV). IKC can include construction, maintenance (e.g., roof repair, HVAC, road paving, building envelope repair, pump station modernization), or demolition of existing facilities. The Navy credits IKC based on its perceived value, not the developer's cost.
Contract & Terms
The DON is considering long-term leasehold interests in federal property under 10 U.S.C. § 2667, with lease terms potentially up to 50 years (standard leases are 5 years, longer terms require specific justification). Easements under 10 U.S.C. § 2668 offer fewer term restrictions. Property sale is not an option; leasing is the available mechanism. Any foreign ownership in a transaction would require review by the Committee on Foreign Investment in the United States (CFIUS).
